Broukhim Legal PC represents injured people across Los Angeles County and California. Attorney Bejan Broukhim brings years of experience in California personal injury law and personally reviews each case. Which city you were hurt in is not a detail: it decides who wrote the report, how long you have to claim, which courthouse hears the case and which hospital holds your records. Broukhim Legal PC knows those details for every city below, and puts them to work from the first day of your case.
The deadline is the first thing the city changes. A claim against a private driver usually runs on a two-year limitation period. A claim against a public entity, for a road defect, a city vehicle, a city bus or a dangerous intersection, must be presented in writing within six months of the injury under California Government Code section 911.2, and some cities will only accept it on paper. Burbank takes a claim by email. Torrance, Downey and West Covina expressly will not. West Covina’s City Clerk, who must receive personal delivery, is closed on Fridays. Santa Clarita publishes no claim form at all. None of that is discoverable from a generic page, and each of those facts has ended a claim somewhere.
The city also changes who holds the evidence and where the case is heard. Santa Clarita and Norwalk have no police department: the Los Angeles County Sheriff’s Department polices them under contract, which means the report is a Sheriff’s record, and in Norwalk it also means the County can be a second defendant alongside the City. Under Los Angeles Superior Court Local Rule 2.3(a)(1)(A), an unlimited civil action for bodily injury or wrongful death must be filed in the judicial district where the incident arose, so the filing court is fixed by geography rather than convenience. Three of the cities below have a courthouse that takes no civil cases at all, so a case there is heard in a different city. And in most of these cities the best known hospital is not a designated trauma center, which means a seriously injured person is treated elsewhere and the medical records, bills and liens sit in two places instead of one.

More than most people expect. It decides which agency wrote the collision report and how you get a copy, whether you have six months or two years to act, which courthouse the case is filed in, and which trauma center you were taken to. Two neighbouring cities can have opposite rules: Burbank accepts a government claim by email, Torrance refuses one outright. Santa Clarita and Norwalk are policed by the Sheriff rather than a city force. Three of the cities on this page have a local courthouse that takes no civil cases at all. Starting from the right city facts saves weeks and occasionally saves the case.
Because a public entity is involved. California Government Code section 911.2 requires a written claim for death, personal injury or personal property damage against a public entity to be presented not later than six months after the cause of action accrues, with other claims, including most real property claims, running to one year. That covers cities, counties, transit agencies and school districts, so a pothole, a city vehicle, a bus, a dangerous intersection or a badly maintained sidewalk can all bring the six-month rule into play. The ordinary two-year personal injury limitation period under Code of Civil Procedure section 335.1 still matters, but the shorter deadline governs, and missing it can end a case on its merits.
Yes. These pages exist because the local detail is worth writing down, not because we only take cases in thirteen cities. Broukhim Legal PC represents injured people throughout Los Angeles County and across California, including the unincorporated areas the Sheriff polices directly and the freeways the Highway Patrol investigates. The same first questions apply wherever it happened: which agency has the report, is a public entity involved, and what is the real deadline.
Los Angeles Superior Court Local Rule 2.3(a)(1)(A) requires every unlimited civil action for bodily injury, wrongful death or damage to personal property to be filed in the judicial district where the incident arose. The Court publishes a filing locator that maps a community or ZIP code to the courthouses for that district, and it warns that a mailing address may not reflect true geographic location, because post offices sometimes lend their name to neighbouring areas. Several districts have more than one courthouse, and the Court’s own guidance is that you use the address where you file and clerical staff correct the summons if the case is assigned elsewhere. For a collision near a city boundary, the specific street address should be checked rather than the city name.
Because where a seriously injured person is treated is rarely the nearest hospital, and that shapes a claim. Trauma designation in this county is made by the Los Angeles County EMS Agency, and the state’s Emergency Medical Services Authority publishes the consolidated list, updated 8/25/2025. Many well known hospitals are not on it. Glendale, Burbank, Torrance, Inglewood, Downey, Norwalk, El Monte, Santa Monica and West Covina all have hospitals that route major trauma to a designated center elsewhere. The practical effect is that the emergency record, the trauma record, the bills and any medical liens sit at more than one facility, often in more than one city, and all of it has to be collected before a demand means anything.
They compare a city against other California cities of a similar population, and rank 1 is the worst, not the best. The Office groups cities by size, so a city of 110,000 is ranked against 62 others while a city of 93,000 is ranked against 103. The rankings are rate based, adjusted for population and daily vehicle miles travelled, so a bad rank means worse than comparable cities rather than the highest raw number of crashes in the state. The Office also cautions that the rankings are indicators of potential problems to be read against local circumstances. On these pages every rank is given with a plain-words gloss for that reason, and the good numbers are reported alongside the bad ones.
