The first conversation is free and carries no obligation. The scope of the work and the fees are agreed with you in writing before any work starts, and the matter is planned from day one as though it will go to trial. If what happened to you is not on that list, it is still worth asking.

Mass tort cases for Torrance residents

Alongside injury work, Broukhim Legal PC takes on mass tort claims for people living in and around Torrance. These cases are consolidated in federal or state court rather than heard locally, so where you live does not limit them.

Where is a Torrance injury case filed, and what are the deadlines?

Under Los Angeles Superior Court Local Rule 2.3(a)(1)(A), an unlimited civil action for bodily injury or wrongful death is filed in the judicial district where the incident arose. That puts a Torrance incident in the Southwest District, at the Torrance Courthouse, 825 Maple Avenue, or the Inglewood Courthouse, One Regent Street. The deadline is generally two years from the date of injury under Code of Civil Procedure section 335.1, and six months to present a written claim where a public entity is involved under Government Code section 911.2, in which case the shorter deadline governs. Claims against the City are tightly channelled: the City’s Claim for Damages form states that “the Office of the City Clerk is the only department able to accept claims for damage to person or property. Claims can only be received by the Clerk via mail or in person. Email or fax is not accepted,” and the City’s webpage adds that email and fax are “not accepted by law.” Claims go to the City Clerk’s Office, 3031 Torrance Blvd., with deadlines of six months for death, injury to person or personal property and one year for real property, and the City says it processes claims in four to six weeks. The practical consequence is that a Torrance Transit bus injury cannot be claimed at the transit department on Madrona Avenue, even though Torrance Transit is a City department: it has to reach the City Clerk, on paper, within six months.

Looking for a top-rated, trusted personal injury lawyer in Torrance?

Here is what you get when you choose Broukhim Legal PC.

  • Direct access to your lawyer. Bejan Broukhim personally reviews your case and leads its strategy. You can speak directly with him about your case, and if another law firm is ever brought in, that happens only with your written consent.
  • Years of experience, fully licensed. Bejan Broukhim brings years of experience in California personal injury and mass tort law and holds an active California law license, State Bar number 183036.
  • Local knowledge of Torrance. We know how a Torrance claim works: which agency’s report it starts from, which Los Angeles Superior Court district hears it, and the six month deadline that applies when a public agency is involved. That means the early steps that protect your claim start on day one.
  • No fee unless we recover for you. You pay nothing up front. Your case is taken on a contingency fee, so the fee comes out of what is recovered, and if nothing is recovered you owe no fee. The written agreement, signed before any work starts, also explains how case costs are handled.
  • Ready for court. Every case is prepared from day one as though it will go to trial, so any settlement offer is measured against a case that is ready to be tried.

COMMON QUESTIONS

Torrance questions, answered plainly.

The short answer is that it depends on three things: whether someone else’s carelessness caused the injury, what the medical record actually shows, and whether there is insurance that reaches the loss. Those are the questions the first conversation is for. It is free, it takes about half an hour, and if there is nothing worth pursuing you will be told that rather than signed up. Bring whatever you have: the collision or incident report if one exists, photographs, the name of anyone who treated you, and your own insurance policy. Torrance limits who may request a collision report to those involved, their authorised representatives and insurers, so an uninvolved friend cannot collect it on your behalf.

The first conversation costs nothing and creates no obligation. A Torrance injury case is taken on a contingency fee, so there is nothing to pay up front and the fee is paid out of what is recovered. If there is no recovery, no fee is owed. The fee agreement is put in writing and signed before any work starts, which is what California law requires, and the costs of running the case are explained in that same agreement rather than left to the end. Ask about it on the first call.

To the City Clerk, not to Torrance Transit. Torrance Transit is a department of the City of Torrance, based at 20500 Madrona Ave. and reachable on (310) 618-6266, and the City’s claim form is explicit that the City Clerk is the only department able to accept a claim at all. So the transit office cannot take it, even though the bus is theirs. The six-month Government Code section 911.2 deadline applies. A Metro bus injury in Torrance is a different claim again, presented to Metro’s own legal services office.

No. Torrance Memorial holds no trauma designation on the California Emergency Medical Services Authority list of designated trauma centers updated 8/25/2025. Designation in this county is made by the Los Angeles County EMS Agency, and its Trauma Center Umbrella Facilities Directory, effective 1 April 2025, assigns Torrance Memorial, along with Providence Little Company of Mary Torrance, to Harbor-UCLA Medical Center, an adult Level I trauma center whose catchment area covers Torrance. For an injured person that is not a criticism of either hospital. It is a practical fact about where a serious injury will be treated, and therefore about where the records, the bills and any medical liens will come from.

The Southwest District. Local Rule 2.3(a)(1)(A) requires an unlimited civil injury or wrongful death case to be filed in the judicial district where the incident arose, and the Southwest District has two courthouses: the Torrance Courthouse at 825 Maple Avenue and the Inglewood Courthouse at One Regent Street. The Court’s guidance is that where a district has more than one location you use the courthouse address where you file, and clerical staff correct the summons if the case is assigned elsewhere. So a Torrance case may be heard in Inglewood, and that is normal rather than a problem.

Mixed, and the honest answer has two halves. In the Office of Traffic Safety rankings for 2023, where rank 1 is the worst in the group, Torrance was mid-pack for total fatal and injury crashes at 32nd of 62 cities its size, with 647 victims, and toward the better end on the composite measure at 53rd of 62. Two figures stand out in opposite directions: pedestrians under 15, at 8 victims, ranked 5th worst of 62, while hit-and-run collisions, at 7, ranked 62nd of 62, the best record in the group. Torrance also publishes no local road safety plan or high injury network that could be located, so a road-defect claim here is built from the collision history and from what the City was told, rather than from a City plan.
