Mass tort cases for Burbank residents

Alongside injury work, Broukhim Legal PC takes on mass tort claims for people living in and around Burbank. These cases are consolidated in federal or state court rather than heard locally, so where you live does not limit them.

Where is a Burbank injury case filed, and what are the deadlines?

Under Los Angeles Superior Court Local Rule 2.3(a)(1)(A), an unlimited civil action for bodily injury or wrongful death is filed in the judicial district where the incident arose. That puts a Burbank incident in the North Central District, at the Burbank Courthouse, 300 East Olive Avenue, or the Glendale Courthouse, 600 East Broadway. The deadline is generally two years from the date of injury under Code of Civil Procedure section 335.1, and six months to present a written claim where a public entity is involved under Government Code section 911.2, in which case the shorter deadline governs. The City’s Claim for Damages Form states that “claims must be filed with City Clerk, P.O. Box 6459, Burbank, CA 91510,” that claims for “death, injury to person or to personal property must be filed no later than 6 months after occurrence,” and that real property claims run to one year, citing Government Code section 911.2. Burbank also accepts a claim by email to the City Clerk, which many California cities expressly refuse, and the Clerk then logs it and forwards it to the City’s Liability Office on (818) 238-5013. The walk-in counter is at 275 E. Olive Avenue, 1st Floor, but the claim itself is addressed to the post office box, and BurbankBus is a City operation, so a bus injury follows the same City claim route and the same six-month deadline.

Looking for a top-rated, trusted personal injury lawyer in Burbank?

Here is what you get when you choose Broukhim Legal PC.

  • Direct access to your lawyer. Bejan Broukhim personally reviews your case and leads its strategy. You can speak directly with him about your case, and if another law firm is ever brought in, that happens only with your written consent.
  • Years of experience, fully licensed. Bejan Broukhim brings years of experience in California personal injury and mass tort law and holds an active California law license, State Bar number 183036.
  • Local knowledge of Burbank. We know how a Burbank claim works: which agency’s report it starts from, which Los Angeles Superior Court district hears it, and the six month deadline that applies when a public agency is involved. That means the early steps that protect your claim start on day one.
  • No fee unless we recover for you. You pay nothing up front. Your case is taken on a contingency fee, so the fee comes out of what is recovered, and if nothing is recovered you owe no fee. The written agreement, signed before any work starts, also explains how case costs are handled.
  • Ready for court. Every case is prepared from day one as though it will go to trial, so any settlement offer is measured against a case that is ready to be tried.

COMMON QUESTIONS

Burbank questions, answered plainly.

The short answer is that it depends on three things: whether someone else’s carelessness caused the injury, what the medical record actually shows, and whether there is insurance that reaches the loss. Those are the questions the first conversation is for. It is free, it takes about half an hour, and if there is nothing worth pursuing you will be told that rather than signed up. Bring whatever you have: the collision or incident report if one exists, photographs, the name of anyone who treated you, and your own insurance policy. Burbank asks you to allow at least four days before buying the report, so the first days are better spent on intersection footage, which Traffic Engineering holds on (818) 238-3953 and which is typically overwritten within days.

The first conversation costs nothing and creates no obligation. A Burbank injury case is taken on a contingency fee, so there is nothing to pay up front and the fee is paid out of what is recovered. If there is no recovery, no fee is owed. The fee agreement is put in writing and signed before any work starts, which is what California law requires, and the costs of running the case are explained in that same agreement rather than left to the end. Ask about it on the first call.

Yes, Burbank accepts a Claim for Damages by email to the City Clerk, which is unusual and worth using because it creates a timestamp. The form itself directs that “claims must be filed with City Clerk, P.O. Box 6459, Burbank, CA 91510,” and states that claims for “death, injury to person or to personal property must be filed no later than 6 months after occurrence,” with real property claims running to one year, citing Government Code section 911.2. The Clerk logs the claim and forwards it to the City’s Liability Office on (818) 238-5013. Note the two addresses: claims go to the post office box, while the walk-in counter is at 275 E. Olive Avenue, 1st Floor.

Probably out of the city. There is no designated trauma center in Burbank: no Burbank hospital appears on the state’s designated trauma center list updated 8/25/2025. Providence Saint Joseph Medical Center, the hospital in Burbank, is covered by Providence Holy Cross Medical Center in Mission Hills, a Level II adult trauma center, under the Los Angeles County EMS Agency’s Trauma Center Umbrella Facilities Directory effective 1 April 2025. Burbank’s hospital is the only facility printed in italics anywhere in that county-wide directory, which the document itself explains means it has “been assigned to an alternate Trauma Center other than the trauma catchment area they fall within.” For a claim that means records, bills and lienholders in two cities rather than one.

It can matter, because it records what the City knew. The Safer Streets Burbank Action Plan, adopted August 12, 2025, analysed 3,835 collisions from 2018 to 2022 and identified a Focus Network carrying “80% of fatal and serious injury crashes” on “16% of streets,” naming nine priority corridors with their extents. It also sets a goal of zero fatal and severe crashes by 2035. A collision on a corridor the City has itself ranked and committed to fixing sits in a different evidentiary position from one on an ordinary residential street. It does not win a case by itself, and a public entity has defences available to it, but it is the right place to start.

The North Central District, since Local Rule 2.3(a)(1)(A) requires an unlimited civil injury or wrongful death case to be filed in the judicial district where the incident arose. Its courthouses are the Burbank Courthouse at 300 East Olive Avenue and the Glendale Courthouse at 600 East Broadway, and the Court’s filing locator also lists the Pasadena and Alhambra courthouses as possible assignment locations for Burbank addresses. Having a civil courthouse in the city itself is an advantage not every city in the county has.
