If what happened to you is not on that list, it is still worth asking.

What do Pasadena’s crash figures show for bicycle accidents?

In the California Office of Traffic Safety rankings for 2023, where rank 1 is the worst in the group, Pasadena ranked 14th of 62 cities its size for cyclists killed or injured, with 45 victims. Cyclists under 15 ranked 56th of 62, with one victim, which is toward the better end and worth saying rather than hiding. The more revealing figure comes from the City itself: its 2022 Local Roadway Safety Plan found that bicycle and pedestrian crashes accounted for 14.9 percent of the collisions that killed or seriously injured somebody between 2015 and 2019. Cyclists are a small fraction of road users and a large fraction of the serious harm, which is the pattern everywhere and the reason a bike case is rarely a minor case. The City’s October 2025 Focused Local Roadway Safety Action Plan adds that 80 percent of its killed-or-seriously-injured collisions happen on just 13 percent of its roadways, and names the eight corridors concerned: Arroyo Parkway, Colorado Boulevard, Fair Oaks Avenue, Lake Avenue, Los Robles Avenue, Marengo Avenue, Washington Boulevard and Sunset Avenue.

Two things follow for a cyclist’s claim in Pasadena. First, the usual liability argument is about position and right of way, not speed, and it is won or lost on physical evidence: the damage pattern on the bike and the vehicle, the lane markings, whether a bike lane was present or obstructed, and any camera covering the junction. That evidence degrades quickly, and a bike is often repaired or discarded within days, so it should be preserved rather than fixed. Second, where the road itself contributed, through a surface defect, a drain grate, an abrupt lane drop or an obstructed bike lane, the defendant may be the City, and that changes the deadline completely: Government Code section 911.2 requires a written claim within six months, presented to the City Clerk’s Office at 100 N. Garfield Ave., Room S228, with the claims line on (626) 744-4333, rather than the two years that applies to a claim against a driver. Pasadena is also putting $9.9 million of Caltrans Active Transportation Program Cycle 6 funding into North Lake Avenue between Mountain Street and Maple Street, a corridor its own plan already ranked among the worst in the city.

Where is a Pasadena bicycle accident case filed, and what are the deadlines?

Cases are filed in the Northeast District, at the Pasadena or Alhambra courthouse, and Huntington Memorial Hospital in Pasadena is a Level II adult trauma center. Under Los Angeles Superior Court Local Rule 2.3(a)(1)(A) an unlimited civil action for bodily injury or wrongful death is filed in the judicial district where the incident arose, and the deadline is generally two years from the date of injury under Code of Civil Procedure section 335.1, or six months for a written claim against a public entity under Government Code section 911.2, in which case the shorter deadline governs.

More on local practice on the Pasadena personal injury page, and on the law itself on the Los Angeles bicycle accident page. The other collision types with Pasadena’s own published figures: car accidents, pedestrian accidents and motorcycle accidents. Mass tort claims are taken on for Pasadena residents as well, and those are set out on the mass torts page.

  • No fee unless we recover for you. You pay nothing up front. Your case is taken on a contingency fee, so the fee comes out of what is recovered, and if nothing is recovered you owe no fee. The written agreement, signed before any work starts, also explains how case costs are handled.
  • Ready for court. Every case is prepared from day one as though it will go to trial, so any settlement offer is measured against a case that is ready to be tried.

COMMON QUESTIONS

Pasadena cycling questions.

It turns on three things: whether someone else’s carelessness caused the injury, what the medical record actually shows, and whether there is insurance that reaches the loss. Those are the questions the first conversation is for. It is free, it is confidential, and if there is nothing worth pursuing you will be told that rather than signed up. In Pasadena a bike is often repaired or discarded within days, and it is evidence, so it should be preserved rather than fixed. Bring whatever you have, including photographs of the lane and the junction and the name of anyone who treated you.

The first conversation costs nothing, it is confidential, and it carries no obligation. Beyond that, injury and mass tort matters are taken on a contingency fee, so there is nothing to pay up front and the fee is paid out of what is recovered. If there is nothing recovered, no fee is owed. The costs of running a case, things like court filing fees, records and expert work, are a separate category from the fee, and they are explained in the same agreement rather than left to the end. That agreement is put in writing and signed before any work starts, which is what California law requires. Ask about all of it on the first call.

Possibly the City of Pasadena, and that changes the timetable rather than just the defendant. A claim against a public entity for personal injury must be presented in writing within six months under Government Code section 911.2, to the City Clerk’s Office at 100 N. Garfield Ave., Room S228, with the claims line on (626) 744-4333. That is a quarter of the two years you would have against a driver. Photograph the defect with something for scale, note the exact location, and look for prior complaints or repair records, because what the City knew and when is usually the heart of the case.

Often, and this is the most overlooked point in a cycling case. Uninsured and underinsured motorist coverage on your own auto policy generally follows you as a person rather than the car, so it can reach a collision where you were on a bike and the driver was uninsured or fled. Medical payments coverage may also apply. Those are claims against your own insurer, with notice requirements under the policy that can be much shorter than any statutory deadline, so the policy should be read early rather than after the hospital bills arrive.

Worse than average but not extreme. In the California Office of Traffic Safety rankings for 2023, where rank 1 is the worst in the group, Pasadena ranked 14th of 62 cities its size for cyclists killed or injured, with 45 victims, while cyclists under 15 ranked 56th of 62, toward the better end. The sharper figure is the City’s own: its 2022 Local Roadway Safety Plan found bicycle and pedestrian crashes made up 14.9 percent of the collisions that killed or seriously injured somebody between 2015 and 2019, a share well above their share of crashes overall.

The Northeast District, because Local Rule 2.3(a)(1)(A) requires an unlimited civil injury or wrongful death case to be filed in the judicial district where the incident arose. The district has two courthouses, the Pasadena Courthouse at 300 East Walnut Street and the Alhambra Courthouse at 150 West Commonwealth, and the Court’s own guidance is that you file at one while clerical staff correct the summons if the case is assigned to the other.
