In the California Office of Traffic Safety rankings for 2023, where rank 1 is the worst in the group, Pasadena placed 7th of 62 cities its size for total people killed and injured in traffic collisions, with 978 victims. Speed-related collisions ranked 13th of 62 with 125, nighttime collisions 17th of 62 with 79, and hit and run 21st of 62 with 60. These are rate-based rankings adjusted for population and traffic volume, so they say Pasadena is worse than comparable cities rather than that it has the highest raw counts in California. What makes Pasadena unusual is the second layer: the City publishes two safety plans that name specific locations. Its 2022 Local Roadway Safety Plan counted 7,576 crashes between 2015 and 2019, including 29 fatalities and 109 severe injury crashes, and ranked the intersections. Four of the five worst are on Lake Avenue, led by Lake and Orange Grove with 69 collisions. Its October 2025 Focused Local Roadway Safety Action Plan reports 3,051 injury crashes between 2020 and 2024, 6 percent of which killed or seriously injured somebody, and states that 80 percent of those severe outcomes occur on just 13 percent of the City’s roadways.
That matters for a car accident claim in a specific way. If your collision happened on one of the eight corridors Pasadena names as Safety Corridors, which are Arroyo Parkway, Colorado Boulevard, Fair Oaks Avenue, Lake Avenue, Los Robles Avenue, Marengo Avenue, Washington Boulevard and Sunset Avenue, the City has already documented the risk at that location in its own published plan. That does not win a case by itself, and a public entity has defences available to it, but it changes the starting position on what was known. On the practical side: Pasadena Police route collision reports through a third-party vendor rather than selling them at the counter, so the report is bought online. If the City is a potential defendant, for a signal fault or a road defect, the claim goes to the City Clerk’s Office at 100 N. Garfield Ave., Room S228, within six months under Government Code section 911.2, with the claims line on (626) 744-4333. Collisions on the 210, the 134, the 110 or the 710 are normally California Highway Patrol matters rather than Pasadena Police, which changes who holds the report.
Cases are filed in the Northeast District, at the Pasadena or Alhambra courthouse, and Huntington Memorial Hospital in Pasadena is a Level II trauma center, so unlike most cities in this county a serious injury here is likely treated inside the city. The deadline is generally two years from the date of injury under Code of Civil Procedure section 335.1, and six months to present a written claim where a public entity is involved under Government Code section 911.2, in which case the shorter deadline governs.
More on local practice on the Pasadena personal injury page, and on the law itself on the Los Angeles car accident page. The other collision types with Pasadena’s own published figures: pedestrian accidents, bicycle accidents and motorcycle accidents. Mass tort claims are taken on for Pasadena residents as well, and those are set out on the mass torts page.

It turns on three things: whether someone else’s carelessness caused the injury, what the medical record actually shows, and whether there is insurance that reaches the loss. Those are the questions the first conversation is for. It is free, it is confidential, and if there is nothing worth pursuing you will be told that rather than signed up. Bring whatever you have: the collision report if one exists, photographs, the name of anyone who treated you, and your own insurance policy. In Pasadena the first question is often exactly where it happened, because the City names eight Safety Corridors in its own published plans and a collision on one of them starts from a different place.
The first conversation costs nothing, it is confidential, and it carries no obligation. Beyond that, injury and mass tort matters are taken on a contingency fee, so there is nothing to pay up front and the fee is paid out of what is recovered. If there is nothing recovered, no fee is owed. The costs of running a case, things like court filing fees, records and expert work, are a separate category from the fee, and they are explained in the same agreement rather than left to the end. That agreement is put in writing and signed before any work starts, which is what California law requires. Ask about all of it on the first call.
Generally two years from the date of injury under Code of Civil Procedure section 335.1 if the claim is against another driver. If a public entity is involved, which includes the City of Pasadena, a Pasadena Transit bus or a Metro vehicle, Government Code section 911.2 requires a written claim within six months and that shorter deadline governs. Pasadena’s claim form goes to the City Clerk’s Office at 100 N. Garfield Ave., Room S228, and the claims line is (626) 744-4333. Because a missed deadline ends a case whatever its merits, the date should be confirmed at the outset rather than assumed.
The Northeast District, because Local Rule 2.3(a)(1)(A) requires an unlimited civil injury or wrongful death case to be filed in the judicial district where the incident arose. That district has two courthouses, the Pasadena Courthouse at 300 East Walnut Street and the Alhambra Courthouse at 150 West Commonwealth, and the Court’s guidance is that you use the address where you file while clerical staff correct the summons if the case is assigned to the other. So a Pasadena case may be heard in Alhambra, which is routine.
Most likely in Pasadena. Huntington Memorial Hospital holds a Level II adult trauma designation on the state’s list updated 8/25/2025, which makes Pasadena one of the few cities in this part of the county with a designated trauma center inside its own boundaries. That simplifies a claim, because the trauma records and any hospital lien come from one place. It carries no pediatric trauma designation, so a seriously injured child is likely to be taken elsewhere, and in that case records will sit in two cities.
No. California is a pure comparative fault state, so a share of the blame reduces a recovery rather than ending it. Insurers routinely assign a claimant a high percentage early, before the investigation is finished, which is one of the main reasons not to give the other side a recorded statement in the first week. In a speed-related collision, and Pasadena ranked 13th worst of 62 cities its size for those in 2023, the percentage is usually the whole argument. It gets decided on the evidence, not by the adjuster who proposed it.
