In the California Office of Traffic Safety rankings for 2023, where rank 1 is the worst in the group, Long Beach placed 1st of 15 cities in the state’s largest population group, meaning the worst in that group, for total people killed and injured in traffic, with 3,774 victims. That group is cities of more than 250,000 people, so the comparison is with California’s largest cities rather than with mid-sized suburbs. Nighttime collisions between 9pm and 3am also ranked 1st of 15, again the worst in the group, with 485. Hit and run ranked 2nd of 15, second worst, with 496, and speed-related collisions 6th of 15 with 380, the middle of the group. The rankings are rate based, adjusted for population and daily vehicle miles travelled, so they establish that Long Beach is worse than comparable large cities, not that it records California’s highest raw counts.
The direction of travel matters as well. In the 2022 ranking year Long Beach stood 3rd of 15 for total people killed and injured, with 3,542 victims; by 2023 it was 1st, the worst in its group. The City set a goal of zero traffic deaths and serious injuries by 2026 in Safe Streets Long Beach: A Vision Zero Action Plan in July 2020, and a City Manager memorandum of 24 July 2023 recorded 45 traffic fatalities in 2022. Two of those figures do practical work in a claim. A night collision is harder to reconstruct, because there are fewer independent witnesses and the argument turns on lighting, visibility and relative speed. And where the driver leaves, the claim usually runs against your own uninsured motorist cover rather than against a person.
Who investigates depends on where the collision happened, and in Long Beach that has more answers than in most cities. The Long Beach Police Department is the city’s own municipal force, described by the City as the second-largest municipal police agency in Los Angeles County, and it also provides contract services to the Port of Long Beach, Long Beach Airport, Long Beach Transit and Long Beach City College. On the freeways the investigating agency is normally the California Highway Patrol. Ownership is a separate question from investigation. The City’s General Plan Mobility Element names the San Diego Freeway (I-405), the Long Beach Freeway (I-710), the Artesia Freeway (SR-91) and the San Gabriel River Freeway (I-605), and identifies Pacific Coast Highway as State Route 1. Those are state roadways rather than City ones, so a claim about the road itself points at a different public entity. The Port is run by the City’s own Harbor Department under the Board of Harbor Commissioners, and Long Beach Airport is listed among the City’s departments, so behind both of those the public entity is the City of Long Beach.
California is a pure comparative fault state, so a share of the blame reduces what you recover rather than ending the claim, which makes an adjuster’s early percentage an opening position and not a finding. The deadlines then split: two years from the date of injury against another driver under Code of Civil Procedure section 335.1, but six months to present a written claim to a public entity under Government Code section 911.2, and the shorter deadline governs. That reaches the City of Long Beach and Metro. Long Beach Transit is the exception to check rather than assume, and it is dealt with below. An unlimited civil case is filed where the incident arose under Local Rule 2.3(a)(1)(A), which for Long Beach means the South District and the Governor George Deukmejian Courthouse, 275 Magnolia Avenue, in the city itself.
More on local practice on the Long Beach personal injury page, and on the law itself on the Los Angeles car accident page. The other collision types with Long Beach’s own published figures: pedestrian accidents, bicycle accidents and motorcycle accidents. Mass tort claims are taken on for Long Beach residents as well, and those are set out on the mass torts page.

It turns on three things: whether someone else’s carelessness caused the injury, what the medical record actually shows, and whether there is insurance that reaches the loss. Those are the questions the first conversation is for. It is free, it is confidential, and if there is nothing worth pursuing you will be told that rather than signed up. Bring whatever you have: the collision report if one exists, photographs, the name of anyone who treated you, and your own insurance policy. Your own uninsured motorist cover matters here, because Long Beach ranked 1st of the 15 largest California cities for total people killed and injured in traffic in 2023, the worst in that group, and 2nd of 15 for hit and run.
The first conversation costs nothing, it is confidential, and it carries no obligation. Beyond that, injury and mass tort matters are taken on a contingency fee, so there is nothing to pay up front and the fee is paid out of what is recovered. If there is nothing recovered, no fee is owed. The costs of running a case, things like court filing fees, records and expert work, are a separate category from the fee, and they are explained in the same agreement rather than left to the end. That agreement is put in writing and signed before any work starts, which is what California law requires. Ask about all of it on the first call.
Two years from the date of injury against another driver, under Code of Civil Procedure section 335.1. Six months to present a written claim to a public entity, under Government Code section 911.2, and the shorter deadline governs. The City of Long Beach publishes that rule itself and takes claims at the City Clerk, 411 West Ocean Blvd, Long Beach, CA 90802, by post, in person or online, after which the Office of the City Attorney handles them. Older copies of the form show a 333 West Ocean Blvd address, so use 411. LBPD says a report may take up to about six months, the whole claim period, so a claim cannot wait on it.
The South District, at the Governor George Deukmejian Courthouse, 275 Magnolia Avenue, Long Beach. Los Angeles Superior Court Local Rule 2.3(a)(1)(A), amended and effective 1 January 2026, requires every unlimited civil tort action for bodily injury, wrongful death or damage to personal property to be filed in the judicial district where the incident arose, and points filers to the Court’s own filing court locator. For Long Beach addresses that locator returns a single answer, the Deukmejian Courthouse, so the case is filed and heard in Long Beach rather than downtown.
Most likely in Long Beach, which is unusual in this county. The city has two designated trauma centres: MemorialCare Long Beach Medical Center, with an adult Level II and a paediatric Level II designation, and Dignity Health St. Mary Medical Center, adult Level II. Both appear on the California Emergency Medical Services Authority list of designated trauma centres updated 8/25/2025. EMSA publishes that consolidated list; the designating body is the Los Angeles County EMS Agency, whose umbrella trauma directory is Reference No. 506.2a, effective 04-01-25. In practice it usually means the trauma records and any hospital lien come from one place.
No. California is a pure comparative fault state, so a share of the blame reduces a recovery rather than ending the claim. Insurers routinely attach a high percentage early, before any investigation has finished, which is one reason not to give the other side a recorded statement in the first week. In Long Beach the argument lands hardest after dark: nighttime collisions ranked 1st of 15 cities in the state’s largest population group in 2023, meaning the worst in that group, with 485. In a dark-conditions crash the dispute is usually about lighting, visibility and relative speed, and those get answered on physical evidence.
