If what happened to you in West Covina is not on that list, it is still worth asking.

What do West Covina’s crash figures show for car accidents?

In the California Office of Traffic Safety rankings for 2023, where rank 1 is the worst in the group, West Covina placed 30th of 62 California cities its size for total people killed and injured in traffic collisions, with 438 victims. Speed-related collisions ranked 36th of 62 with 56, nighttime collisions 35th of 62 with 40, and hit and run 34th of 62 with 30. On every one of those measures the city sits slightly better than the middle of its group. These are rate-based rankings weighted against population and daily vehicle miles travelled, so they compare West Covina with cities of similar size rather than counting crashes.

There is no local crash crisis here and we are not going to invent one. The useful figure is the raw one: 438 people killed or injured on West Covina roads in a single year. The city publishes no Local Road Safety Plan and no Vision Zero plan on its website either, so there is no municipal list of high injury corridors to point to. What it does publish is a Highway Safety Improvement Program project, “Traffic Signal Improvements at 10 Intersections, Citywide”, applied for on 1 November 2020 with $3,184,700 the city records as “State funds with no local matching requirement”, covering protected left turn phasing, pedestrian countdown heads, push buttons, curb ramps and striping. The ten junctions are Sunset at Merced, Cameron at Orange, Vincent at Puente, Lark Ellen at Badillo, Hollenbeck at Cameron, Sentous at La Puente Road, Lark Ellen at Rowland, Azusa at Fairgrove, Amar Road at Temple and Amar Road at Shadow Oak Drive. No collision counts were published beside them, so that list shows what the city asked to fix, not what it recorded happening there.

West Covina runs its own police department rather than contracting with the Sheriff, which settles who holds your report. The records counter is at 1444 W. Garvey Avenue, (626) 939-8500, open Monday to Friday 7:30am to 5:30pm. Reports can be requested at the counter or by email to reportrequest@wcpd.org. The department says there is no charge at the counter and an “additional $10.00 for online reports”, supplied through LexisNexis eCrash, while the city’s adopted Master Fee Schedule, Resolution No. 2024-50 effective 1 January 2026, lists police report reproduction at $0.25 a copy in black and white. The two documents are not obviously reconcilable, so ask the counter what you will actually pay.

Who you claim against depends on who owns the road. Interstate 10, the San Bernardino Freeway, crosses the city and is a state facility, and the stretch from Vincent Avenue to Grand Avenue, postmiles 35.392 to 38.509, is formally the West Covina Police Officer Kenneth Wrede Memorial Highway, named by Assembly Concurrent Resolution 104, Chapter 102, Statutes of 2006. A collision there is normally a California Highway Patrol matter on state-owned roadway rather than a city one. On the surface streets the city maintains, a road or signal defect claim runs against the City of West Covina and is presented to the City Clerk’s Office at 1444 W. Garvey Avenue South, Room 317. The city’s own form requires it to be “delivered personally to the City Clerk’s Office or postmarked and addressed to the City Clerk’s Office not later than six months after the occurrence” under Government Code section 911.2. That office is closed on Fridays, while the police records counter in the same building is open.

Where is a West Covina car accident case filed, and what are the deadlines?

Against another driver the deadline is two years from the date of injury under Code of Civil Procedure section 335.1, and where the six-month public entity claim applies it governs, so that question has to be settled in the first weeks. California is a pure comparative fault state, so a share of blame reduces what you recover instead of ending the claim. Local Rule 2.3(a)(1)(A) requires an unlimited civil injury or wrongful death case to be filed in the judicial district where the incident arose and points the filer to the Court’s Filing Court Locator, which for West Covina addresses returns Pomona Courthouse South, 400 Civic Center Plaza, in the East District.

There is more on this city on our West Covina personal injury page, and the wider practice on our Los Angeles car accident page. West Covina’s other collision pages cover pedestrian, bicycle and motorcycle claims. If your matter is a drug, device or product claim rather than a collision, Broukhim Legal PC also takes on mass tort and complex litigation work for people living in and around West Covina.

Looking for a top-rated, trusted car accident lawyer in West Covina?

Here is what you get when you choose Broukhim Legal PC.

  • Direct access to your lawyer. Bejan Broukhim personally reviews your case and leads its strategy. You can speak directly with him about your case, and if another law firm is ever brought in, that happens only with your written consent.
  • Years of experience, fully licensed. Bejan Broukhim brings years of experience in California personal injury and mass tort law and holds an active California law license, State Bar number 183036.
  • Local knowledge of West Covina. We know how a West Covina claim works: which agency’s report it starts from, which Los Angeles Superior Court district hears it, and the six month deadline that applies when a public agency is involved. That means the early steps that protect your claim start on day one.
  • No fee unless we recover for you. You pay nothing up front. Your case is taken on a contingency fee, so the fee comes out of what is recovered, and if nothing is recovered you owe no fee. The written agreement, signed before any work starts, also explains how case costs are handled.
  • Ready for court. Every case is prepared from day one as though it will go to trial, so any settlement offer is measured against a case that is ready to be tried.

COMMON QUESTIONS

West Covina car accident questions.

It depends on three things: whether another road user’s carelessness caused the collision, what the medical record actually shows, and whether there is insurance that reaches the loss. Those are the questions the first conversation is for. It is free, it is confidential, it carries no obligation, and if there is nothing worth pursuing you will be told that rather than signed up. Bring whatever you have: the report or its number, photographs, the name of anyone who treated you, and your own insurance policy. Settle early whether a public entity is in the frame, because a signal or road defect claim against the City runs on a six-month clock rather than two years.

The first conversation costs nothing, it is confidential, and it carries no obligation. Injury matters are then taken on a contingency fee, so there is nothing to pay up front and the fee is paid out of what is recovered. If there is nothing recovered, no fee is owed. The costs of running a case, things like filing fees and medical records, are a separate category from the fee, and they are explained in the same agreement rather than left to the end. That agreement is put in writing and signed before any work starts, which is what California law requires, so there is no arrangement you have not read.

Two years from the date of injury against another driver, under Code of Civil Procedure section 335.1. Six months where a public entity is involved, under Government Code section 911.2, and the shorter deadline governs. West Covina’s Claim for Damages form requires an injury claim to be delivered personally to the City Clerk’s Office or postmarked and addressed to it not later than six months after the occurrence. That office is at 1444 W. Garvey Avenue South, Room 317, on (626) 939-8433, and it is closed on Fridays while the police records counter in the same building is open.

The East District. Local Rule 2.3(a)(1)(A) requires an unlimited civil injury or wrongful death case to be filed in the judicial district where the incident arose, and the rule directs the filer to the Court’s Filing Court Locator rather than to any city list. For West Covina addresses, including the 91790 to 91793 zip codes, the locator returns Pomona Courthouse South at 400 Civic Center Plaza, Pomona. There is also a West Covina Courthouse on West Covina Parkway, but the locator does not return it for unlimited civil filings and we will not assert what civil business it takes. Follow the locator, and confirm the filing location at the outset.

Probably outside the city. Neither Emanate Health Queen of the Valley Hospital nor Emanate Health Inter-Community Hospital appears on the California EMS Authority’s Designated Trauma Centers list, updated 8/25/2025. Under the Los Angeles County EMS Agency’s Trauma Center Umbrella Facilities Directory, Reference No. 506.2a effective 04-01-25, both are assigned to Pomona Valley Hospital Medical Center, which the state list records as a Level II adult trauma centre. Designation is made by the county EMS Agency and the state authority publishes the list. Pomona Valley carries no paediatric trauma designation there.

No. California is a pure comparative fault state, so a share of the blame reduces what you recover rather than ending the claim. An adjuster who assigns a percentage in the first fortnight is stating a negotiating position, not making a finding, usually before the report, the scene evidence and the medical picture are complete. In West Covina that argument arrives most often in a speed case: the city recorded 56 speed-related fatal or injury collisions in 2023, ranking 36th of 62 cities its size. The percentage gets settled on physical evidence.
