If what happened to you in Norwalk is not on that list, it is still worth asking.

What do Norwalk’s crash figures show for pedestrian accidents?

In the California Office of Traffic Safety rankings for 2023, where rank 1 is the worst in the group, Norwalk ranked 18th of 62 California cities its size for pedestrians killed or injured, with 33 victims. That places it in the worse third of the group. What makes it worth saying is the comparison with the rest of Norwalk’s record: for all traffic victims together the city ranked 33rd of 62, close to the middle, so people on foot absorb more of the harm here than the overall figure suggests. The age breakdowns are less stark, with three victims under 15 at 25th of 62 and three aged 65 and over at 32nd of 62, slightly worse than average and about average. The rankings are rate-based, weighted against a population of 101,416 and 684,580 daily vehicle miles travelled.

Eighteenth of sixty-two is worse than average and it is not an outlier, so the honest use of that number is as context rather than as evidence. What decides a pedestrian case is the particular crossing: the sightlines, the signal phase, the lane configuration and the point of impact. In Norwalk the city record that would ordinarily support that work is thin. Caltrans awarded the City $72,000 towards an $80,000 project to develop a Local Roadway Safety Plan, on a funded-project list updated 12 December 2020, and no adopted plan, high injury network or named crossing is published.

What the City does publish is its capital projects, and one is live on a corridor people walk. Project 7196, Firestone Boulevard Improvements, is listed as In Construction, and the City describes it as removing the median island to add a lane, for a total of three lanes for northern and three for southern traffic flow, with bike lanes on each side of the bridge and a PCC sidewalk on each side. A project map is posted and dated 16 October 2024, which fixes the layout on the day for anybody hurt on foot near that bridge.

Norwalk has no city police force. The City’s own public safety page states that it “contracts with the Norwalk Sheriff’s Station for policing services”, and its guidance page sends traffic accidents to that station, 12335 Civic Center Drive, on (562) 863-8711, while the City’s separate non-sworn Public Safety Department on (562) 929-5732 takes roadway obstructions, roadway conditions requiring traffic control and school safety. In a pedestrian case that split often means two sets of records: the Sheriff’s report of what happened, and whatever the City logged about the crossing beforehand. The report itself is an LASD record, requested through its Records and Identification Bureau at 12440 East Imperial Highway, Suite 400 West, in Norwalk itself.

Crossings and signals are a city matter. The City’s Engineering Division handles rehabilitation of City streets and all traffic and signal related work, including citywide signal synchronisation, from 12700 Norwalk Boulevard, Room 11, on (562) 929-5723. So where the design or timing of a crossing is in issue, the defendant may be the City of Norwalk. If a Sheriff’s deputy or vehicle was involved, the entity may be the County of Los Angeles instead, because deputies are County employees. California is a pure comparative fault state, so an allegation that you stepped out, or crossed away from a marked crossing, reduces a recovery rather than ending the claim.

Where is a Norwalk pedestrian accident case filed, and what are the deadlines?

The clock changes with the defendant: Government Code section 911.2 requires a written claim within six months, presented to the City Clerk, rather than the two years that applies to a private driver under Code of Civil Procedure section 335.1. The shorter deadline governs. A Norwalk case is filed in the Southeast District, and here the local courthouse is the right one, which is not true of every city nearby. Local Rule 2.3(a)(1)(A) requires an unlimited civil action for bodily injury or wrongful death to be filed in the judicial district where the incident arose, and the Court’s filing court locator returns one courthouse for Norwalk: the Norwalk Courthouse at 12720 Norwalk Boulevard.

Looking for a top-rated, trusted pedestrian accident lawyer in Norwalk?

Here is what you get when you choose Broukhim Legal PC.

  • Direct access to your lawyer. Bejan Broukhim personally reviews your case and leads its strategy. You can speak directly with him about your case, and if another law firm is ever brought in, that happens only with your written consent.
  • Years of experience, fully licensed. Bejan Broukhim brings years of experience in California personal injury and mass tort law and holds an active California law license, State Bar number 183036.
  • Local knowledge of Norwalk. We know how a Norwalk claim works: which agency’s report it starts from, which Los Angeles Superior Court district hears it, and the six month deadline that applies when a public agency is involved. That means the early steps that protect your claim start on day one.
  • No fee unless we recover for you. You pay nothing up front. Your case is taken on a contingency fee, so the fee comes out of what is recovered, and if nothing is recovered you owe no fee. The written agreement, signed before any work starts, also explains how case costs are handled.
  • Ready for court. Every case is prepared from day one as though it will go to trial, so any settlement offer is measured against a case that is ready to be tried.

COMMON QUESTIONS

Norwalk pedestrian accident questions.

It depends on three things: whether a driver or a public entity failed in a duty owed to you, what the medical record actually shows, and whether there is insurance or a public claim that reaches the loss. Those are the questions the first conversation is for. It is free, it is confidential, it carries no obligation, and if there is nothing worth pursuing you will be told that rather than signed up. Bring whatever you have: the Sheriff’s report or its file number, photographs of the crossing, the name of anyone who treated you, and your own insurance policy. Norwalk publishes no list of dangerous crossings to lean on, so the particular junction and the evidence you still hold are what carry the case.

The first conversation costs nothing, it is confidential, and it carries no obligation. Injury matters are then taken on a contingency fee, so there is nothing to pay up front and the fee is paid out of what is recovered. If there is nothing recovered, no fee is owed. The costs of running a case, things like filing fees and medical records, are a separate category from the fee, and they are explained in the same agreement rather than left to the end. That agreement is put in writing and signed before any work starts, which is what California law requires, so there is no arrangement you have not read.

Two years from the date of injury against a private driver, under Code of Civil Procedure section 335.1. Six months to present a written claim against a public entity, under Government Code section 911.2, and the shorter deadline governs. The City of Norwalk’s claim form adds that claims must be filed with the City Clerk under Government Code section 915a, and although it is fillable online it must be printed and signed, then taken or posted to the City Clerk’s Department, 12700 Norwalk Boulevard, with the claims line on (562) 929-5720. If a Sheriff’s deputy or vehicle was involved, the entity may be the County of Los Angeles instead.

The Norwalk Courthouse, 12720 Norwalk Boulevard, in the Southeast District. Local Rule 2.3(a)(1)(A) requires an unlimited civil action for bodily injury or wrongful death to be filed in the judicial district where the incident arose, and the Court’s filing court locator returns that single courthouse for Norwalk’s zip codes 90650, 90651, 90652 and 90659. Norwalk is luckier than some of its neighbours, because the local courthouse is also the right one. It is the Southeast District’s unlimited civil courthouse, which is why a case arising in Downey is filed there as well: the Downey Courthouse takes no civil cases at all.

Outside Norwalk. No Norwalk hospital appears on the California Emergency Medical Services Authority list of designated trauma centres updated 8/25/2025. The nearest designated centre is St. Francis Medical Center, a Level II adult trauma centre. Designation is made by the Los Angeles County EMS Agency; the state authority publishes the list rather than assigning levels. The County EMS Agency’s Trauma Center Umbrella Facilities Directory, reference 506.2a, effective 1 April 2025, places Los Angeles Community Hospital at Norwalk under St. Francis. Pedestrian injuries are disproportionately serious, so for many Norwalk cases the records and bills come from outside the city.

No. California is a pure comparative fault state, so a share of the blame reduces a recovery rather than ending the claim, and that holds even where somebody crossed away from a marked crossing. The percentage is the real fight in most pedestrian cases, and insurers tend to put a high one forward early, before the scene has been examined and before any camera footage has been collected. Footage is usually the first thing to disappear. Norwalk ranked 18th of 62 cities its size for pedestrians killed or injured while ranking 33rd of 62 overall.
