What do Pasadena’s crash figures show for pedestrian accidents?

In the California Office of Traffic Safety rankings for 2023, where rank 1 is the worst in the group, Pasadena ranked 1st of 62 cities its size for pedestrians aged 65 and over killed or injured, with 19 victims. For pedestrians of all ages it ranked 5th of 62, with 75 victims. Neighbouring Glendale ranked 2nd in that same older-pedestrian category, which makes this corner of the San Gabriel Valley genuinely dangerous for people on foot rather than a statistical blip in one city. These rankings are rate based, adjusted for population and daily vehicle miles travelled, so they say Pasadena is worse than comparable cities, not that it has California’s highest raw count. The City’s own 2022 Local Roadway Safety Plan found that bicycle and pedestrian crashes made up 14.9 percent of the collisions that killed or seriously injured somebody between 2015 and 2019, a far higher share than their share of collisions overall, which is the usual pattern: people on foot are a minority of crashes and a majority of the serious harm.

For a claim that produces two concrete advantages. First, Pasadena has written down where it happens. Its October 2025 Focused Local Roadway Safety Action Plan names eight Safety Corridors, including Lake Avenue, Colorado Boulevard, Fair Oaks Avenue and Washington Boulevard, and states that 80 percent of its killed-or-seriously-injured collisions occur on just 13 percent of the City’s roadways. Its 2022 plan ranks intersections, with four of the five worst on Lake Avenue. Second, the City is spending money on exactly that corridor: $9.9 million of Caltrans Active Transportation Program Cycle 6 funding on North Lake Avenue between Mountain Street and Maple Street, a 0.6 mile stretch carrying around 36,800 vehicles on an average weekday, with raised medians, curb extensions, high-visibility crosswalks and sidewalk widening, final design expected in 2026 and construction in 2027. A city that has identified a crossing risk, ranked it, and funded a fix has created a documentary record about what it knew. If the City is a potential defendant, the claim goes to the City Clerk’s Office at 100 N. Garfield Ave., Room S228 within six months under Government Code section 911.2, and the claims line is (626) 744-4333.

Where is a Pasadena pedestrian accident case filed, and what are the deadlines?

Under Los Angeles Superior Court Local Rule 2.3(a)(1)(A), an unlimited civil action for bodily injury or wrongful death is filed in the judicial district where the incident arose, which for Pasadena is the Northeast District, heard at the Pasadena or Alhambra courthouse. The deadline is generally two years from the date of injury under Code of Civil Procedure section 335.1, and six months to present a written claim where a public entity is involved under Government Code section 911.2, in which case the shorter deadline governs.

More on local practice on the Pasadena personal injury page, and on the law itself on the Los Angeles pedestrian accident page. The other collision types with Pasadena’s own published figures: car accidents, bicycle accidents and motorcycle accidents. Mass tort claims are taken on for Pasadena residents as well, and those are set out on the mass torts page.

COMMON QUESTIONS

Pasadena pedestrian questions.

It turns on three things: whether someone else’s carelessness caused the injury, what the medical record actually shows, and whether there is insurance that reaches the loss. Those are the questions the first conversation is for. It is free, it is confidential, and if there is nothing worth pursuing you will be told that rather than signed up. Bring whatever you have: the collision report reference, photographs of the crossing, the name of anyone who treated you, and your own insurance policy. Pasadena ranked 1st of 62 cities its size for pedestrians aged 65 and over killed or injured in 2023, the worst in that group, so an older person struck on foot here is a pattern the City’s own plans already record.

The first conversation costs nothing, it is confidential, and it carries no obligation. Beyond that, injury and mass tort matters are taken on a contingency fee, so there is nothing to pay up front and the fee is paid out of what is recovered. If there is nothing recovered, no fee is owed. The costs of running a case, things like court filing fees, records and expert work, are a separate category from the fee, and they are explained in the same agreement rather than left to the end. That agreement is put in writing and signed before any work starts, which is what California law requires. Ask about all of it on the first call.

Sometimes, and Pasadena has documented more than most cities about its own roads. It names eight Safety Corridors in its October 2025 action plan and reports that 80 percent of its killed-or-seriously-injured collisions happen on 13 percent of its roadways. It is also spending $9.9 million of Caltrans Active Transportation Program money on North Lake Avenue between Mountain Street and Maple Street specifically to add crossing protection. A claim against the City must be presented in writing within six months under Government Code section 911.2, to the City Clerk’s Office at 100 N. Garfield Ave., Room S228, with the claims line on (626) 744-4333. Six months is far shorter than the two years that applies to a claim against a driver, so the City question has to be settled early.

Probably at Huntington Memorial Hospital, which holds a Level II adult trauma designation on the state’s list updated 8/25/2025 and sits inside the city. That is unusual in this county and it helps, because the trauma records and any hospital lien come from one place. It carries no pediatric trauma designation, so a seriously injured child is likely to be taken out of Pasadena, which means records and billing in two cities. Either way, collecting the complete set early is what makes a demand credible, and pedestrian injuries are frequently understated in the first week.

The Northeast District, because Local Rule 2.3(a)(1)(A) requires an unlimited civil injury or wrongful death case to be filed in the judicial district where the incident arose. That district has two courthouses, the Pasadena Courthouse at 300 East Walnut Street and the Alhambra Courthouse at 150 West Commonwealth. The Court’s guidance is that you file at one and clerical staff correct the summons if the case is assigned to the other, so a Pasadena case may be heard in Alhambra.

Get examined even if you walked away, because adrenaline hides a great deal and a gap between the collision and the first medical visit is the first thing an adjuster points to. Get the report reference, noting that Pasadena sells collision reports through an online vendor rather than at the counter. Photograph the crossing, the markings, the signal and the vehicle. Identify any camera that covered the junction and ask for the footage in writing, because it is usually overwritten within days. Then stop before giving the driver’s insurer a recorded statement.

Deadlines and outcomes turn on the facts of your own matter, so have yours reviewed. By submitting, you agree that Broukhim Legal PC may contact you about your inquiry by phone, text or email.
