If what happened to you is not on that list, it is still worth asking.

What do Burbank’s crash figures show for bicycle accidents?

In the California Office of Traffic Safety rankings for 2023, where rank 1 is the worst in the group, Burbank ranked 39th of 62 cities its size for cyclists killed or injured, with 17 victims. That is toward the better end of its group and we are not going to dress it up as a crisis. Burbank ranked 17th of 62 for traffic victims overall, so cycling is one of the categories where the city does better than its own general record rather than worse. The rankings are rate-based, adjusted for population and daily vehicle miles travelled, so they compare Burbank with cities its own size rather than counting raw crashes.

The sharper figure comes from the City itself. The Safer Streets Burbank Action Plan, adopted on 12 August 2025 by Resolution No. 25-29,639, found that pedestrians, cyclists and motorcyclists were involved in just 24 percent of Burbank’s injury collisions between 2018 and 2022 but 64 percent of the collisions that killed or seriously injured somebody. Cyclists are a small share of road users and a large share of the severe harm, which is why a bike case here is rarely a minor case. The plan names bicycle collisions at intersections among its key trends, finds that intersections are the most common crash site in Burbank across every mode, and concentrates 80 percent of fatal and serious injury crashes on the 16 percent of streets it calls the Focus Network, with nine priority corridors on Glenoaks Boulevard, Victory Boulevard, Alameda Avenue, Hollywood Way, Vanowen Street, San Fernando Boulevard, Buena Vista Street and Olive Avenue. Burbank Police logged 28 bicycle collisions in 2025 and 11 in the first five months of 2026, up 10 percent on the same period.

Two things follow for a cyclist’s claim. The liability argument is almost always about position and right of way rather than speed, and it is won on physical evidence: the damage pattern on the bike and on the vehicle, the lane markings, whether a bike lane was present or obstructed, and any camera covering the junction. A bike is often repaired or scrapped within days, so it should be preserved rather than fixed. Second, where the road surface contributed, through a pothole, a drain grate, a utility cut or an obstructed lane, the defendant may be the City of Burbank rather than a driver. Burbank runs its own police department, so the report comes from Burbank Police, bought online through the LexisNexis eCrash portal at least four days after the crash or collected at the Records Bureau counter at 200 N. Third Street. Confirm the counter fee on (818) 238-3000 first, because the City publishes two different figures, $20.00 and $15, on two pages of its own police department website. Camera footage is a separate request again, to City Traffic Engineering on (818) 238-3953.

Where is a Burbank bicycle accident case filed, and what are the deadlines?

A City defendant changes the timetable completely. Against a driver you generally have two years from the date of injury under Code of Civil Procedure section 335.1. Against the City of Burbank or a BurbankBus vehicle, Government Code section 911.2 requires a written claim within six months and the shorter deadline governs. Burbank’s Claim for Damages is filed with the City Clerk at P.O. Box 6459, Burbank, CA 91510, and the City also accepts it by email, which many cities do not. California is a pure comparative fault state, so a share of the blame reduces a recovery rather than ending it, which is where a helmet argument lands rather than at the threshold. Local Rule 2.3(a)(1)(A), effective 1 January 2026, puts the case in the judicial district where the incident arose, which for Burbank is the North Central District, at the Burbank or Glendale courthouse.

More on local practice on the Burbank personal injury page, and on the law itself on the Los Angeles bicycle accident page. The other collision types with Burbank’s own published figures: car accidents, pedestrian accidents and motorcycle accidents. Mass tort claims are taken on for Burbank residents as well, and those are set out on the mass torts page.

  • No fee unless we recover for you. You pay nothing up front. Your case is taken on a contingency fee, so the fee comes out of what is recovered, and if nothing is recovered you owe no fee. The written agreement, signed before any work starts, also explains how case costs are handled.
  • Ready for court. Every case is prepared from day one as though it will go to trial, so any settlement offer is measured against a case that is ready to be tried.

COMMON QUESTIONS

Burbank cycling questions.

It turns on three things: whether someone else’s carelessness caused the injury, what the medical record actually shows, and whether there is insurance that reaches the loss. Those are the questions the first conversation is for. It is free, it is confidential, and if there is nothing worth pursuing you will be told that rather than signed up. Keep the bicycle unrepaired, because its damage geometry is usually the strongest evidence in the case. Burbank ranked 39th of 62 cities its size for cyclists killed or injured in 2023, toward the better end of its group, so a bike claim here is built from the physical evidence at the junction.

The first conversation costs nothing, it is confidential, and it carries no obligation. Beyond that, injury and mass tort matters are taken on a contingency fee, so there is nothing to pay up front and the fee is paid out of what is recovered. If there is nothing recovered, no fee is owed. The costs of running a case, things like court filing fees, records and expert work, are a separate category from the fee, and they are explained in the same agreement rather than left to the end. That agreement is put in writing and signed before any work starts, which is what California law requires. Ask about all of it on the first call.

Possibly the City of Burbank, and that changes the timetable rather than just the defendant. Government Code section 911.2 requires a written claim against a public entity within six months, against the two years that Code of Civil Procedure section 335.1 gives you for a claim against a driver, and the shorter deadline governs. Burbank’s Claim for Damages is filed with the City Clerk at P.O. Box 6459, Burbank, CA 91510, and the City also accepts it by email at cityclerks@burbankca.gov, which many cities do not. The Clerk’s Office forwards it to the City’s Liability Office on (818) 238-5013. Photograph the defect with something for scale and fix the exact location, because what the City knew and when is usually the heart of the case.

The North Central District, because Local Rule 2.3(a)(1)(A) requires an unlimited civil action for bodily injury or wrongful death to be filed in the judicial district where the incident arose. The district has two courthouses, the Burbank Courthouse at 300 East Olive Avenue and the Glendale Courthouse at 600 East Broadway. The Court’s own Filing Court Locator also lists the Pasadena and Alhambra courthouses, which sit in the Northeast District, as possible assignment locations for a Burbank address. Court guidance is that you use the address of the courthouse where you file, and clerical staff correct the summons if the case is assigned elsewhere.

Not in Burbank. There is no designated trauma center in the City, and Providence Saint Joseph Medical Center, the hospital in Burbank, is absent from the California EMS Authority list of designated trauma centers updated 8/25/2025. EMSA publishes that list; the Los Angeles County EMS Agency designates the centers. Its Trauma Center Umbrella Facilities Directory, Reference No. 506.2a, effective 04-01-25, assigns Providence Saint Joseph to Providence Holy Cross Medical Center in Mission Hills, a Level II adult trauma center. A cyclist with a head or spinal injury is therefore likely to be treated outside Burbank, so the trauma records and any hospital lien come from a different city than the crash site.

No. California requires a helmet only for riders under 18, so for an adult its absence is not negligence in itself. An insurer will still raise it, usually to argue that it contributed to a head injury rather than to the collision. California is a pure comparative fault state, so even a successful argument on that point reduces a recovery rather than ending it, and it has no bearing at all on injuries other than to the head. The question that decides the case is who had the right of way, which is the real reason not to repair the bike: its damage pattern shows the direction and force of impact better than any account given weeks later.
