What do Burbank’s crash figures show for pedestrian accidents?

In the California Office of Traffic Safety rankings for 2023, where rank 1 is the worst in the group, Burbank ranked 6th of 62 cities its size for pedestrians aged 65 and over killed or injured, with 9 victims. For pedestrians of all ages it ranked 11th of 62, with 47 victims, against 17th of 62 for traffic victims overall. Walking is where Burbank does worse than its own general record, and older people walking is where it does worst. Pedestrians under 15 ranked 50th of 62, nearer the better end. Neighbouring Pasadena ranked 1st of 62 in that same older-pedestrian category and Glendale 2nd, so this is a feature of the area rather than a blip in one city. The rankings are rate-based, adjusted for population and daily vehicle miles travelled, so they compare Burbank with cities its own size rather than saying it has California’s highest raw counts.

The City’s own plan says the same thing a different way. The Safer Streets Burbank Action Plan, adopted on 12 August 2025 by Resolution No. 25-29,639, found that pedestrians, cyclists and motorcyclists were involved in just 24 percent of Burbank’s injury collisions between 2018 and 2022 but 64 percent of the collisions that killed or seriously injured somebody. Among the key trends it names is pedestrian collisions involving pedestrians crossing in a crosswalk, and it reports that 80 percent of fatal and serious injury crashes happen on the 16 percent of streets it calls the Focus Network, with nine priority corridors on Glenoaks Boulevard, Victory Boulevard, Alameda Avenue, Hollywood Way, Vanowen Street, San Fernando Boulevard, Buena Vista Street and Olive Avenue. Burbank Police logged 67 pedestrian collisions in 2025 and 18 in the first five months of 2026, down 38 percent on the same period. Lawful crossings are where most of this happens, which matters because a lawful crossing is also the first thing a driver’s insurer disputes.

Burbank runs its own police department, so a pedestrian collision on a City street is investigated by Burbank Police and the report comes from them, bought online through the LexisNexis eCrash portal at least four days after the collision or collected at the Records Bureau counter at 200 N. Third Street. Confirm the counter fee on (818) 238-3000 before you go: the City publishes two different figures, $20.00 and $15, on two pages of its own police department website, and we are not going to choose between them. Signal timing and crossing markings decide most pedestrian cases, and camera footage is a separate request again, to City Traffic Engineering on (818) 238-3953. Where the crossing itself is the problem, a worn marking, an obstructed sight line or a signal phase too short for an older person on foot, the defendant may be the City rather than the driver. Interstate 5 and the state routes across this part of the Valley belong to the state rather than to Burbank, and a collision there is normally a California Highway Patrol matter.

Where is a Burbank pedestrian accident case filed, and what are the deadlines?

That choice of defendant sets the clock. Against a driver you generally have two years from the date of injury under Code of Civil Procedure section 335.1. Against the City of Burbank, or a BurbankBus vehicle, Government Code section 911.2 requires a written claim within six months and the shorter deadline governs. Burbank’s Claim for Damages is filed with the City Clerk at P.O. Box 6459, Burbank, CA 91510, and the City also accepts it by email, which many cities do not. California is a pure comparative fault state, so being found partly responsible reduces a recovery rather than ending it. Local Rule 2.3(a)(1)(A), effective 1 January 2026, puts the case in the judicial district where the incident arose, which for Burbank is the North Central District, at the Burbank or Glendale courthouse.

More on local practice on the Burbank personal injury page, and on the law itself on the Los Angeles pedestrian accident page. The other collision types with Burbank’s own published figures: car accidents, bicycle accidents and motorcycle accidents. Mass tort claims are taken on for Burbank residents as well, and those are set out on the mass torts page.

  • No fee unless we recover for you. You pay nothing up front. Your case is taken on a contingency fee, so the fee comes out of what is recovered, and if nothing is recovered you owe no fee. The written agreement, signed before any work starts, also explains how case costs are handled.
  • Ready for court. Every case is prepared from day one as though it will go to trial, so any settlement offer is measured against a case that is ready to be tried.

COMMON QUESTIONS

Burbank pedestrian questions.

It turns on three things: whether someone else’s carelessness caused the injury, what the medical record actually shows, and whether there is insurance that reaches the loss. Those are the questions the first conversation is for. It is free, it is confidential, and if there is nothing worth pursuing you will be told that rather than signed up. Bring whatever you have: the collision report if one exists, photographs of the crossing, the name of anyone who treated you, and your own insurance policy. Burbank ranked 6th of 62 cities its size for pedestrians aged 65 and over killed or injured in 2023, and walking is where the city does worse than its own general record.

The first conversation costs nothing, it is confidential, and it carries no obligation. Beyond that, injury and mass tort matters are taken on a contingency fee, so there is nothing to pay up front and the fee is paid out of what is recovered. If there is nothing recovered, no fee is owed. The costs of running a case, things like court filing fees, records and expert work, are a separate category from the fee, and they are explained in the same agreement rather than left to the end. That agreement is put in writing and signed before any work starts, which is what California law requires. Ask about all of it on the first call.

Two years from the date of injury under Code of Civil Procedure section 335.1 against a driver. Six months under Government Code section 911.2 where a public entity is involved, which includes the City of Burbank for a crossing or signal defect, a BurbankBus vehicle, or Metro, and the shorter deadline governs. Burbank’s Claim for Damages is filed with the City Clerk at P.O. Box 6459, Burbank, CA 91510, and the City also accepts it by email at cityclerks@burbankca.gov, which many cities do not. The Clerk’s Office forwards it to the City’s Liability Office on (818) 238-5013. A Metro claim goes to LACMTA Legal Services instead, and Metro rejects claims sent by email.

The North Central District, because Local Rule 2.3(a)(1)(A) requires an unlimited civil action for bodily injury or wrongful death to be filed in the judicial district where the incident arose. The district has two courthouses, the Burbank Courthouse at 300 East Olive Avenue and the Glendale Courthouse at 600 East Broadway. The Court’s own Filing Court Locator also lists the Pasadena and Alhambra courthouses, which sit in the Northeast District, as possible assignment locations for a Burbank address. Court guidance is that you use the address where you file, and clerical staff correct the summons if the case is assigned elsewhere.

Not in Burbank. There is no designated trauma center in the City, and Providence Saint Joseph Medical Center, the hospital in Burbank, is absent from the California EMS Authority list of designated trauma centers updated 8/25/2025. EMSA publishes that list; the Los Angeles County EMS Agency designates the centers. Its Trauma Center Umbrella Facilities Directory, Reference No. 506.2a, effective 04-01-25, assigns Providence Saint Joseph to Providence Holy Cross Medical Center in Mission Hills, a Level II adult trauma center. It matters because pedestrian injuries are frequently understated in the first week, and the trauma records will sit outside the city where you were struck, so collecting the complete set early is what makes a demand credible.

That is the standard defence in a pedestrian case, and it is usually asserted rather than proven. California is a pure comparative fault state, so even a share of blame reduces a recovery instead of ending it. What tends to settle the question is physical: the point of impact on the vehicle, the resting positions, the crosswalk markings and the signal phasing, and any camera that covered the junction. None of that improves with time. It carries extra weight in Burbank, where the City’s own plan names crosswalk pedestrian collisions as a key trend, because the markings and phasing at that crossing are already a matter of record.
