What do Burbank’s crash figures show for car accidents?

In the California Office of Traffic Safety rankings for 2023, where rank 1 is the worst in the group, Burbank placed 17th of 62 cities its size for people killed and injured in traffic, with 546 victims. Its other driving categories sit nearer the middle: speed-related collisions 32nd of 62, nighttime 42nd of 62 and hit and run 36th of 62. The rankings are rate-based, adjusted for population and daily vehicle miles travelled, so they compare Burbank with cities its own size rather than saying it has California’s highest raw counts. On driving generally Burbank is a middling city in its group rather than a city in crisis, and we are not going to describe it as one.

The useful layer is the City’s own. The Safer Streets Burbank Action Plan, adopted by the City Council on 12 August 2025 by Resolution No. 25-29,639, examined 3,835 collisions on local Burbank roadways from 2018 to 2022, of which 2,123 caused an injury and 105 killed or seriously injured somebody. It puts 80 percent of those severe outcomes on just 16 percent of the roadway network, which Burbank calls its Focus Network, and designates nine priority corridors on Glenoaks Boulevard, Victory Boulevard, Alameda Avenue, Hollywood Way, Vanowen Street, San Fernando Boulevard, Buena Vista Street and Olive Avenue. Its first named trend is broadside, or T-bone, collisions at signalised and side-street stop-controlled intersections, and it finds intersections the most common crash site in Burbank across every mode. Burbank Police logged 788 collisions in 2025, and broadside was again the largest type at 261. If your collision happened at a junction on one of those corridors, the City has documented the risk there in a plan it adopted by resolution. That does not decide a case, but it changes the starting position on what was known.

Burbank runs its own police department rather than relying on the Sheriff, so a City-street collision is a Burbank Police matter. Reports are sold online through the LexisNexis eCrash portal with a convenience fee added, and the Department asks you to allow at least four days from the collision before buying one. They are also available at the Records Bureau counter at 200 N. Third Street, with a catch: the City publishes two different counter fees on two pages of its own police department website, $20.00 and $15. We are not going to pick one. Confirm the current figure with the Department on (818) 238-3000. Traffic camera footage is a separate request again, to City Traffic Engineering on (818) 238-3953. Interstate 5 runs through Burbank, and State Routes 134 and 170 cross this part of the Valley, all of them defined by the Legislature rather than by the City. A collision on a state highway is normally a California Highway Patrol matter on a state-owned roadway, which changes who holds the report and who the defendant is.

Where is a Burbank car accident case filed, and what are the deadlines?

The deadlines split. Against another driver you generally have two years from the date of injury under Code of Civil Procedure section 335.1. Where a public entity is in the frame, including the City of Burbank or a BurbankBus vehicle, Government Code section 911.2 requires a written claim within six months and the shorter deadline governs. Burbank’s Claim for Damages goes to the City Clerk at P.O. Box 6459, Burbank, CA 91510, and the City also accepts it by email, which many cities do not. California is a pure comparative fault state throughout, so a share of the blame reduces what you recover rather than ending the claim. Local Rule 2.3(a)(1)(A), effective 1 January 2026, sends the case to the judicial district where the incident arose, which for Burbank is the North Central District, at the Burbank or Glendale courthouse.

More on local practice on the Burbank personal injury page, and on the law itself on the Los Angeles car accident page. The other collision types with Burbank’s own published figures: pedestrian accidents, bicycle accidents and motorcycle accidents. Mass tort claims are taken on for Burbank residents as well, and those are set out on the mass torts page.

Looking for a top-rated, trusted car accident lawyer in Burbank?

Here is what you get when you choose Broukhim Legal PC.

  • Direct access to your lawyer. Bejan Broukhim personally reviews your case and leads its strategy. You can speak directly with him about your case, and if another law firm is ever brought in, that happens only with your written consent.
  • Years of experience, fully licensed. Bejan Broukhim brings years of experience in California personal injury and mass tort law and holds an active California law license, State Bar number 183036.
  • Local knowledge of Burbank. We know how a Burbank claim works: which agency’s report it starts from, which Los Angeles Superior Court district hears it, and the six month deadline that applies when a public agency is involved. That means the early steps that protect your claim start on day one.
  • No fee unless we recover for you. You pay nothing up front. Your case is taken on a contingency fee, so the fee comes out of what is recovered, and if nothing is recovered you owe no fee. The written agreement, signed before any work starts, also explains how case costs are handled.
  • Ready for court. Every case is prepared from day one as though it will go to trial, so any settlement offer is measured against a case that is ready to be tried.

COMMON QUESTIONS

Burbank car accident questions.

It turns on three things: whether someone else’s carelessness caused the injury, what the medical record actually shows, and whether there is insurance that reaches the loss. Those are the questions the first conversation is for. It is free, it is confidential, and if there is nothing worth pursuing you will be told that rather than signed up. Bring whatever you have: the collision report if one exists, photographs, the name of anyone who treated you, and your own insurance policy. Where it happened matters here, because the City’s adopted Safer Streets Burbank Action Plan names nine priority corridors and puts most of the serious harm on 16 percent of the network.

The first conversation costs nothing, it is confidential, and it carries no obligation. Beyond that, injury and mass tort matters are taken on a contingency fee, so there is nothing to pay up front and the fee is paid out of what is recovered. If there is nothing recovered, no fee is owed. The costs of running a case, things like court filing fees, records and expert work, are a separate category from the fee, and they are explained in the same agreement rather than left to the end. That agreement is put in writing and signed before any work starts, which is what California law requires. Ask about all of it on the first call.

Generally two years from the date of injury under Code of Civil Procedure section 335.1 against another driver. If a public entity is involved, including the City of Burbank, a BurbankBus vehicle or a Metro bus, Government Code section 911.2 requires a written claim within six months, and that shorter deadline governs. Burbank’s Claim for Damages is filed with the City Clerk at P.O. Box 6459, Burbank, CA 91510, and the City also accepts it by email at cityclerks@burbankca.gov. The Clerk’s Office forwards it to the City’s Liability Office on (818) 238-5013. A Metro claim goes to LACMTA Legal Services instead, and Metro rejects claims sent by email.

The North Central District, because Local Rule 2.3(a)(1)(A) requires an unlimited civil action for bodily injury or wrongful death to be filed in the judicial district where the incident arose. That district has two courthouses, the Burbank Courthouse at 300 East Olive Avenue and the Glendale Courthouse at 600 East Broadway. The Court’s own Filing Court Locator also lists the Pasadena and Alhambra courthouses, which sit in the Northeast District, as possible assignment locations for a Burbank address. The Court’s guidance is that you use the address where you file, and clerical staff correct the summons if the case is assigned elsewhere.

Almost certainly not in Burbank. There is no designated trauma center in the City, and Providence Saint Joseph Medical Center, the hospital in Burbank, is absent from the California EMS Authority list of designated trauma centers updated 8/25/2025. EMSA publishes that list; the Los Angeles County EMS Agency designates the centers. Its Trauma Center Umbrella Facilities Directory, Reference No. 506.2a, effective 04-01-25, assigns Providence Saint Joseph to Providence Holy Cross Medical Center in Mission Hills, a Level II adult trauma center, and prints it in italics, the only facility so marked in the whole county directory, which the directory says means a hospital assigned outside the catchment area it falls within.

No. California is a pure comparative fault state, so a share of the blame reduces a recovery rather than ending it. Insurers routinely assign a claimant a high percentage early, before the investigation is finished, which is one reason not to give the other side a recorded statement in the first week. In a Burbank broadside at a junction, the collision type the City’s own plan lists first and the commonest type recorded here in 2025, the argument is almost always about who had the green and who entered late. That is settled by signal timing, damage geometry and any camera covering the junction.
