If what happened to you in Norwalk is not on that list, it is still worth asking.

What do Norwalk’s crash figures show for bicycle accidents?

In the California Office of Traffic Safety rankings for 2023, where rank 1 is the worst in the group, Norwalk ranked 29th of 62 California cities its size for cyclists killed or injured, with 21 victims. That is about average for the group. Cyclists under 15 ranked 50th of 62 with one victim, better than most of the group and worth saying rather than leaving out. Set against the city’s overall position, 33rd of 62 for all traffic victims, Norwalk’s cycling record is unremarkable. The rankings are rate-based, weighted against a population of 101,416 and 684,580 daily vehicle miles travelled.

An average ranking does not make a particular crash average. People on bikes are a small share of road users and a much larger share of the serious injuries, which is why a bicycle case is rarely a small one and why the claim gets built from physical evidence rather than a citywide number. That evidence is perishable. The bicycle is often repaired or thrown away within a week, and once it is gone the damage pattern that shows the angle of impact goes with it, so the bike, the helmet and the clothing should be kept as they are.

The city-side record is thinner here than in some neighbouring cities. Caltrans awarded the City $72,000 towards an $80,000 project to develop a Local Roadway Safety Plan, on a funded-project list updated 12 December 2020, and no adopted plan, high injury network or named corridor appears on the City’s website. What it does publish is its capital projects. Project 7196, Firestone Boulevard Improvements, is In Construction, described as removing the median island to add a lane, with bike lanes on each side of the bridge and a project map dated 16 October 2024. Projects 7943 and 7944, the Local Streets Rehabilitation Program for Zones 5, 6, 13 and 30, are scheduled for February 2026, so where a rider comes off on the surface itself, whether that street was already in a rehabilitation programme has a documented answer.

Norwalk has no city police force. The City’s own public safety page states that it “contracts with the Norwalk Sheriff’s Station for policing services”, and its guidance page sends traffic accidents to that station, 12335 Civic Center Drive, on (562) 863-8711, while the City’s separate non-sworn Public Safety Department on (562) 929-5732 takes roadway obstructions and conditions requiring traffic control. For a cyclist that second number matters, because a surface complaint logged before the crash is a City record. The report itself is an LASD record, requested through its Records and Identification Bureau at 12440 East Imperial Highway, Suite 400 West, in Norwalk itself.

Who maintains the road decides who the defendant is. The City’s Engineering Division handles rehabilitation of City streets and all traffic and signal related work, from 12700 Norwalk Boulevard, Room 11, on (562) 929-5723. So where a surface defect, a drain grate, an abrupt lane drop or an obstructed bike lane contributed, the defendant may be the City of Norwalk. If a Sheriff’s deputy or vehicle was involved, the entity may be the County of Los Angeles instead, because deputies are County employees. California is a pure comparative fault state, so an argument that you wore no helmet, or rode without lights, reduces a recovery rather than ending the claim.

Where is a Norwalk bicycle accident case filed, and what are the deadlines?

A claim against a public entity changes the deadline completely. Government Code section 911.2 requires a written claim within six months, presented to the City Clerk, against the two years that applies to a claim against a driver under Code of Civil Procedure section 335.1, and the shorter deadline governs. A Norwalk case is filed in the Southeast District, and here the local courthouse is the right one, unlike in several cities nearby. Local Rule 2.3(a)(1)(A) requires an unlimited civil action for bodily injury or wrongful death to be filed in the judicial district where the incident arose, and the Court’s filing court locator returns a single answer for Norwalk: the Norwalk Courthouse at 12720 Norwalk Boulevard.

Looking for a top-rated, trusted bicycle accident lawyer in Norwalk?

Here is what you get when you choose Broukhim Legal PC.

  • Direct access to your lawyer. Bejan Broukhim personally reviews your case and leads its strategy. You can speak directly with him about your case, and if another law firm is ever brought in, that happens only with your written consent.
  • Years of experience, fully licensed. Bejan Broukhim brings years of experience in California personal injury and mass tort law and holds an active California law license, State Bar number 183036.
  • Local knowledge of Norwalk. We know how a Norwalk claim works: which agency’s report it starts from, which Los Angeles Superior Court district hears it, and the six month deadline that applies when a public agency is involved. That means the early steps that protect your claim start on day one.
  • No fee unless we recover for you. You pay nothing up front. Your case is taken on a contingency fee, so the fee comes out of what is recovered, and if nothing is recovered you owe no fee. The written agreement, signed before any work starts, also explains how case costs are handled.
  • Ready for court. Every case is prepared from day one as though it will go to trial, so any settlement offer is measured against a case that is ready to be tried.

COMMON QUESTIONS

Norwalk bicycle accident questions.

It depends on three things: whether a driver or a public entity failed in a duty owed to you, what the medical record actually shows, and whether there is insurance that reaches the loss. Those are the questions the first conversation is for. It is free, it is confidential, it carries no obligation, and if there is nothing worth pursuing you will be told that rather than signed up. Keep the bicycle, the helmet and the clothing exactly as they are, because the damage pattern shows the angle of impact and it goes when the bike is repaired. Bring the Sheriff’s report or its file number, photographs of the lane and the surface, and your own motor policy.

The first conversation costs nothing, it is confidential, and it carries no obligation. Injury matters are then taken on a contingency fee, so there is nothing to pay up front and the fee is paid out of what is recovered. If there is nothing recovered, no fee is owed. The costs of running a case, things like filing fees and medical records, are a separate category from the fee, and they are explained in the same agreement rather than left to the end. That agreement is put in writing and signed before any work starts, which is what California law requires, so there is no arrangement you have not read.

Two years from the date of injury against a driver, under Code of Civil Procedure section 335.1. Six months to present a written claim against a public entity, under Government Code section 911.2, and the shorter deadline governs. That six-month clock is the one that catches bike cases out, because surface and bike lane complaints are usually claims against the City. The Norwalk claim form adds that claims must be filed with the City Clerk under Government Code section 915a, and although it is fillable online it must be printed and signed, then taken or posted to the City Clerk’s Department, 12700 Norwalk Boulevard. If a deputy or a Sheriff’s vehicle was involved, the entity may be the County of Los Angeles instead.

The Norwalk Courthouse, 12720 Norwalk Boulevard, in the Southeast District. Local Rule 2.3(a)(1)(A) requires an unlimited civil action for bodily injury or wrongful death to be filed in the judicial district where the incident arose, and the Court’s filing court locator returns that one courthouse for Norwalk’s zip codes 90650, 90651, 90652 and 90659. Norwalk is better served than several of its neighbours, because the local courthouse is also the correct one. It is the Southeast District’s unlimited civil courthouse, which is why a case arising in Downey is filed there as well: the Downey Courthouse takes no civil cases at all.

Outside Norwalk. No Norwalk hospital appears on the California Emergency Medical Services Authority list of designated trauma centres updated 8/25/2025. The nearest designated centre is St. Francis Medical Center, a Level II adult trauma centre. Designation is made by the Los Angeles County EMS Agency; the state authority publishes the list rather than assigning levels. The County EMS Agency’s Trauma Center Umbrella Facilities Directory, reference 506.2a, effective 1 April 2025, places Los Angeles Community Hospital at Norwalk under St. Francis, so expect the trauma records and the bills to come from outside the city.

No. California is a pure comparative fault state, so a share of the blame reduces a recovery rather than ending it, and the same goes for riding without lights. What an insurer does with that is put a percentage forward early, usually before the bike has been examined, and the percentage then becomes the whole negotiation. It gets decided on evidence: the damage pattern, the lane markings, whether a bike lane was present or obstructed, and any camera covering the junction. Norwalk recorded 37 collisions between 9pm and 2.59am in the 2023 figures, 33rd of 62 cities its size and about average.
