What do Santa Monica’s crash figures show for bicycle accidents?

In the California Office of Traffic Safety rankings for 2023, where rank 1 is the worst in the group, Santa Monica ranked 8th of 103 cities its size for bicyclists killed and injured, with 48 victims. Bicyclists under 15 ranked 76th of 103, with one victim, toward the better end of the group. The contrast with the city’s overall position is the point: Santa Monica placed 39th of 103 for total people killed and injured in traffic, with 417 victims, close to the middle of its group, yet 8th of 103 for cyclists, 3rd of 103 for pedestrians and 6th of 103 for motorcyclists. An unremarkable city for traffic as a whole is close to the worst in its group for everyone outside a car. These rankings are rate-based, adjusted for population and daily vehicle miles travelled, so they say Santa Monica is worse than comparable cities rather than that it has California’s highest raw counts, and the Office of Traffic Safety cautions that they are indicators to be read against local circumstances.

The City’s own counting, reported to the City Council in a Vision Zero study session on 8 September 2026, covers 2021 to 2025. Of 214 fatal or severe injury crashes across all modes, 31 involved a bicyclist: 4 fatal and 27 causing severe injuries. Of the 21 traffic deaths in those years, 4 were cyclists and 16 were pedestrians, so 20 of the 21 people killed on Santa Monica streets were outside a vehicle. The City adopted its Vision Zero commitment in February 2016 and told its Council in this report, in its own words, that it did not achieve its goal of eliminating fatal and severe injury crashes by 2026. Among the documents it attached are its Bicycle Action Plan and the amendment to it, and its Local Roadway Safety Plan of 2022.

The report also publishes what the collision reports recorded about fault, which few cities do. Of the 31 bicycle-involved crashes, a motorist was recorded at fault in 16, the cyclist in 11 and no fault in 4. Where a driver was at fault the most frequent factors were improper turning, 5 times, and driving under the influence, 3 times; where the cyclist was at fault it was unsafe speed, 3 times. These are determinations made by police at the scene, not findings by a court and not measures of civil liability. They are still useful, because improper turning as the leading recorded driver factor describes the ordinary left hook and right hook collision, which is a case decided on physical evidence.

Collisions on Santa Monica streets are investigated by the Santa Monica Police Department, whose Records Unit at 333 Olympic Drive holds the report, on (310) 458-8491. The department publishes no flat fee and sets one after a request is submitted. Who owns the road matters too. Interstate 10 inside the city limits is a state highway maintained by Caltrans, recorded as the Santa Monica Freeway and, from postmile R2.155 to postmile R4.267, as the Ricardo A. Crocker Memorial Highway, and it begins in the city at State Route 1, the Pacific Coast Highway, also a state highway. A complaint about the surface, the markings or the design of a state highway runs against a state defendant; the same complaint about a city street runs against the City.

A bicycle claim turns on position and right of way, and it is won or lost on physical evidence: the damage pattern on the bike and the vehicle, the lane markings, whether a bike lane was present or obstructed, and any camera covering the junction. That evidence decays fast and a damaged bike is often repaired or thrown away within days, so it should be kept exactly as it is. Where the road itself contributed, through a surface defect, a drain grate, an abrupt lane drop or an obstructed bike lane, the City can be a defendant, and the argument then has to be built in a particular way. The City’s September 2026 report found its 2021 to 2025 fatal and severe injury crashes widely dispersed, with no single intersection carrying more than three and no corridor more than 12 percent of the total, Ocean Avenue and Santa Monica Boulevard accounting for 26 each and Pico Boulevard for 22, and it concluded that what remains cannot be fixed by a handful of hot-spot projects. So there is no single corridor to blame. The record that matters is the one for your location: the High Injury Network, the 2022 Local Roadway Safety Plan priority locations, and the Bicycle Action Plan and its amendment.

Where is a Santa Monica bicycle accident case filed, and what are the deadlines?

California is a pure comparative fault state, so a share of the blame reduces what you recover rather than ending the claim, which matters to cyclists because the first argument made against them is almost always about their own riding. The deadline is generally two years against a driver and six months for a written claim against a public entity, which here includes Big Blue Bus, operated by the City itself. Cases are filed in the West District under Local Rule 2.3(a)(1)(A).

There is more on the Santa Monica personal injury page, and the wider practice on the Los Angeles bicycle accident page. Santa Monica’s other collision pages cover car, pedestrian and motorcycle claims. If your matter is a drug, device or product claim rather than a collision, Broukhim Legal PC also takes on mass tort and complex litigation work for people living in and around Santa Monica.

Looking for a top-rated, trusted bicycle accident lawyer in Santa Monica?

Here is what you get when you choose Broukhim Legal PC.

  • Direct access to your lawyer. Bejan Broukhim personally reviews your case and leads its strategy. You can speak directly with him about your case, and if another law firm is ever brought in, that happens only with your written consent.
  • Years of experience, fully licensed. Bejan Broukhim brings years of experience in California personal injury and mass tort law and holds an active California law license, State Bar number 183036.
  • Local knowledge of Santa Monica. That means the early steps that protect your claim start on day one.
  • No fee unless we recover for you. You pay nothing up front. Your case is taken on a contingency fee, so the fee comes out of what is recovered, and if nothing is recovered you owe no fee. The written agreement, signed before any work starts, also explains how case costs are handled.
  • Ready for court. Every case is prepared from day one as though it will go to trial, so any settlement offer is measured against a case that is ready to be tried.

COMMON QUESTIONS

Santa Monica bicycle accident questions.

It depends on three things: whether a driver or a public entity failed in a duty owed to you, what the medical record actually shows, and whether there is insurance that reaches the loss. Those are the questions the first conversation is for. It is free, it is confidential, it carries no obligation, and if there is nothing worth pursuing you will be told that rather than signed up. Keep the bike and your clothing unrepaired, because both are evidence, and photograph the lane markings before anything changes. The City’s own records are worth knowing: of the 31 bicycle-involved fatal or severe injury crashes it reviewed for 2021 to 2025, a motorist was recorded at fault in 16 and the cyclist in 11.

The first conversation costs nothing, it is confidential, and it carries no obligation. Injury matters are then taken on a contingency fee, so there is nothing to pay up front and the fee is paid out of what is recovered. If there is nothing recovered, no fee is owed. The costs of running a case, things like filing fees and medical records, are a separate category from the fee, and they are explained in the same agreement rather than left to the end. That agreement is put in writing and signed before any work starts, which is what California law requires, so there is no arrangement you have not read.

No. California is a pure comparative fault state, so a share of the blame reduces what you recover rather than ending the claim, and in bicycle cases the percentage is usually the whole dispute. The City’s own records show how often the blame lands the other way: of the 31 bicycle-involved fatal or severe injury crashes it reviewed for 2021 to 2025, a motorist was recorded at fault in 16, the cyclist in 11 and no fault in 4. Those are police determinations rather than court findings, and they are tested with the damage geometry, the lane markings and any footage of the junction.

Against a driver, generally two years from the date of injury under California Code of Civil Procedure section 335.1. Against a public entity, Government Code section 911.2 requires a written claim within six months for death, injury to a person or damage to personal property, and one year for other claims, and the six-month deadline governs. A public entity here means the City of Santa Monica for a street or bike lane defect, Big Blue Bus, which the City operates itself, or the State where the road is a state highway such as Interstate 10 or State Route 1. Claims against the City are presented to the City Clerk’s Office, and the address and current form should be confirmed with that office directly.

The West District. Los Angeles Superior Court Local Rule 2.3(a)(1)(A), amended effective 1 January 2026, requires every unlimited civil case for bodily injury, wrongful death or damage to personal property to be filed in the judicial district where the incident arose, so a Santa Monica crash is not filed downtown. The district’s civil cases are heard at the Santa Monica Courthouse, 1725 Main Street, or the Beverly Hills Courthouse, 9355 Burton Way. The court’s guidance is to use the address of the courthouse where you file, and clerical staff correct the summons if the case is assigned elsewhere.

Probably outside Santa Monica. Neither hospital in the city is a designated trauma centre. Under the Los Angeles County EMS Agency’s Trauma Center Umbrella Facilities Directory, Reference No. 506.2a, effective 04-01-25, both Providence Saint John’s Health Center and Santa Monica – UCLA Medical Center are assigned to Ronald Reagan UCLA Medical Center, which the state EMS Authority’s list of designated trauma centers, updated 8/25/2025, records as a Level I adult centre with a Level II paediatric designation. The County EMS Agency designates the centres and the state authority publishes the list. Trauma triage is a clinical decision under county protocol.
