What do Norwalk’s crash figures show for motorcycle accidents?

In the California Office of Traffic Safety rankings for 2023, where rank 1 is the worst in the group, Norwalk ranked 13th of 62 California cities its size for motorcyclists killed or injured, with 24 victims. That is in the worse quarter of the group, and it is the only measure on which Norwalk does badly. Everything around it sits at the middle or better: 33rd of 62 for all traffic victims with 365, 53rd of 62 for speed-related collisions with 36, 33rd of 62 for nighttime collisions with 37, and 29th of 62 for cyclists with 21. Its composite ranking was 49th of 62, better than most of the group. The rankings are rate-based, weighted against a population of 101,416 and 684,580 daily vehicle miles travelled.

The honest reading of that gap is not that Norwalk is a dangerous city. It is that the risk which does exist falls heavily on people on two wheels, with 24 of the city’s 365 traffic victims being riders in a city that is otherwise unremarkable. That cuts against the first argument a motorcycle insurer tends to make, which is that the rider must have been going too fast. Norwalk’s speed-related collisions ranked 53rd of 62, among the better records in the group, and its alcohol-involved victims 59th of 62 with 20, one of the better positions in the group.

The other thing those 24 victims have in common is severity. A rider has no structure around them, so a collision that would be a property damage claim in a car becomes an orthopaedic or head injury on a bike. The medical picture then takes longer to settle than the liability picture, and an offer made while treatment is still running is almost always made on an incomplete figure. Norwalk also has no designated trauma centre of its own, so the records for a serious rider injury come from outside the city.

Norwalk has no city police force. The City’s own public safety page states that it “contracts with the Norwalk Sheriff’s Station for policing services”, and its guidance page sends traffic accidents and reckless driving to that station, 12335 Civic Center Drive, on (562) 863-8711. The report is therefore an LASD record, requested through its Records and Identification Bureau at 12440 East Imperial Highway, Suite 400 West, in Norwalk itself. For riders there is an extra step: a freeway collision is normally a California Highway Patrol matter rather than a Sheriff’s Station one, and the two agencies hold their reports separately.

Road ownership follows the same split, because the freeways are state facilities and not city ones. Norwalk is one of five member cities of the I-5 Consortium Cities Joint Powers Authority, covering Interstate 5 between the I-710 and State Route 91 junctions, which exists in its own words to work with the Federal Highway Administration, Caltrans, MTA and OCTA on the safety and efficiency of that corridor. Caltrans separately records Interstate 105 from I-405 to I-605 as carrying the legislative name Norwalk Freeway, designated in 1969, the same roadway better known as the Century Freeway. City streets have a different owner. The City’s Engineering Division handles rehabilitation of City streets and all traffic and signal related work, from 12700 Norwalk Boulevard, Room 11, on (562) 929-5723. Surface and layout are not minor matters for a rider: the Local Streets Rehabilitation Program, projects 7943 and 7944, covers Zones 5, 6, 13 and 30 from February 2026, and the Firestone Boulevard Improvements project, 7196, is In Construction and removes the median island to add a lane in each direction. California is a pure comparative fault state, so an allegation that a rider contributed reduces a recovery rather than ending the claim.

Where is a Norwalk motorcycle accident case filed, and what are the deadlines?

The deadline turns on the defendant: two years against a private driver under Code of Civil Procedure section 335.1, six months to present a written claim against a public entity under Government Code section 911.2, and the shorter one governs. A Norwalk case is filed in the Southeast District, and here the local courthouse is the right one, unlike in several cities nearby. Local Rule 2.3(a)(1)(A) requires an unlimited civil action for bodily injury or wrongful death to be filed in the judicial district where the incident arose, and the locator returns a single answer for Norwalk: the Norwalk Courthouse at 12720 Norwalk Boulevard.

If your matter is a drug, device or product claim rather than a collision, Broukhim Legal PC also takes on mass tort and complex litigation work for people living in and around Norwalk.

Here is what you get when you choose Broukhim Legal PC.

  • Direct access to your lawyer. Bejan Broukhim personally reviews your case and leads its strategy. You can speak directly with him about your case, and if another law firm is ever brought in, that happens only with your written consent.
  • Years of experience, fully licensed. Bejan Broukhim brings years of experience in California personal injury and mass tort law and holds an active California law license, State Bar number 183036.

  • No fee unless we recover for you. You pay nothing up front. Your case is taken on a contingency fee, so the fee comes out of what is recovered, and if nothing is recovered you owe no fee. The written agreement, signed before any work starts, also explains how case costs are handled.
  • Ready for court. Every case is prepared from day one as though it will go to trial, so any settlement offer is measured against a case that is ready to be tried.

COMMON QUESTIONS

Norwalk motorcycle accident questions.

It depends on three things: whether a driver or a public entity failed in a duty owed to you, what the medical record actually shows, and whether there is insurance that reaches the loss. Those are the questions the first conversation is for. It is free, it is confidential, it carries no obligation, and if there is nothing worth pursuing you will be told that rather than signed up. Do not let the machine be repaired or released to a salvage yard, keep the helmet and the gear, and bring your own policy, because rider injuries routinely exceed a minimum liability policy and the uninsured and underinsured motorist layers of your own cover often decide what the case is worth.

The first conversation costs nothing, it is confidential, and it carries no obligation. Injury matters are then taken on a contingency fee, so there is nothing to pay up front and the fee is paid out of what is recovered. If there is nothing recovered, no fee is owed. The costs of running a case, things like filing fees and medical records, are a separate category from the fee, and they are explained in the same agreement rather than left to the end. That agreement is put in writing and signed before any work starts, which is what California law requires, so there is no arrangement you have not read.

Two years from the date of injury against a private driver, under Code of Civil Procedure section 335.1. Six months to present a written claim against a public entity, under Government Code section 911.2, and the shorter deadline governs. That matters to riders because surface and layout complaints are usually claims against a public entity. The Norwalk claim form adds that claims must be filed with the City Clerk under Government Code section 915a, and although it is fillable online it must be printed and signed, then taken or posted to the City Clerk’s Department, 12700 Norwalk Boulevard. If a deputy or a Sheriff’s vehicle was involved, the entity may be the County of Los Angeles instead.

The Norwalk Courthouse, 12720 Norwalk Boulevard, in the Southeast District. Local Rule 2.3(a)(1)(A) requires an unlimited civil action for bodily injury or wrongful death to be filed in the judicial district where the incident arose, and the Court’s filing court locator returns that single courthouse for Norwalk’s zip codes 90650, 90651, 90652 and 90659. Riders in some neighbouring cities are sent elsewhere, but in Norwalk the local courthouse is also the correct one. It is the Southeast District’s unlimited civil courthouse, which is why a case arising in Downey is filed there as well: the Downey Courthouse takes no civil cases at all.

Outside Norwalk. No Norwalk hospital appears on the California Emergency Medical Services Authority list of designated trauma centres updated 8/25/2025. The nearest designated centre is St. Francis Medical Center, a Level II adult trauma centre. Designation is made by the Los Angeles County EMS Agency; the state authority publishes the list rather than assigning levels. The County EMS Agency’s Trauma Center Umbrella Facilities Directory, reference 506.2a, effective 1 April 2025, places Los Angeles Community Hospital at Norwalk under St. Francis. Motorcycle injuries are the ones most likely to need that level of care.

No. California is a pure comparative fault state, so a share of the blame reduces a recovery rather than ending it. Speed is the standard allegation against a rider, and it is usually an estimate rather than a measurement, made by a driver who did not see the bike until impact. It gets tested against the physical evidence: the damage pattern, the debris, the scrape marks and the sightlines. Norwalk’s figures are a useful counterweight, because the city ranked 53rd of 62 cities its size for speed-related collisions with 36, among the better records in the group, while ranking 13th of 62 for motorcyclists hurt.
