What do Burbank’s crash figures show for motorcycle accidents?

In the California Office of Traffic Safety rankings for 2023, where rank 1 is the worst in the group, Burbank ranked 43rd of 62 cities its size for motorcyclists killed or injured, with 23 victims, which puts it toward the better end of its group. We are not going to present that as a crisis. What matters more to a rider is the wider pattern: Burbank ranked 17th of 62 for total people killed and injured with 546 victims, and its own adopted safety plan found that pedestrians, cyclists and motorcyclists were involved in just 24 percent of injury collisions between 2018 and 2022 but 64 percent of the collisions that killed or seriously injured somebody. A rider meets that traffic with none of the protection a car gives, so the same collision that dents a bumper breaks bones.

The City’s figures say where. The Safer Streets Burbank Action Plan, adopted on 12 August 2025 by Resolution No. 25-29,639, puts 80 percent of fatal and serious injury crashes on the 16 percent of streets it calls the Focus Network, and designates nine priority corridors on Glenoaks Boulevard, Victory Boulevard, Alameda Avenue, Hollywood Way, Vanowen Street, San Fernando Boulevard, Buena Vista Street and Olive Avenue. Among its named trends are speeding on major streets and broadside collisions at signalised and side-street stop-controlled intersections, and it records that intersections are the most common crash site in Burbank across every mode, with the largest share of injury crashes on streets posted at 30 mph or higher. A broadside is survivable in a car and often not on a bike. Burbank Police logged 18 motorcycle collisions in 2025 out of 788 in total, so these are a small number of cases carrying a disproportionate share of the injury.

The practical problem in a motorcycle claim is bias, and it surfaces in two places. Adjusters routinely assume the rider was speeding or splitting lanes recklessly and assign a high comparative fault percentage early, before anyone has examined the evidence. Lane splitting is lawful in California, so the question is whether it was done at a reasonable speed in the conditions rather than whether it happened at all. Juries carry the same assumption. Both are answered the same way, with physical evidence: the gouge and skid marks, the damage geometry, the helmet, the protective gear and any camera footage, gathered before it disappears. Burbank runs its own police department, so the report comes from Burbank Police, bought online through the LexisNexis eCrash portal at least four days after the crash or collected at the Records Bureau counter at 200 N. Third Street. Confirm the counter fee on (818) 238-3000 first, because the City publishes two different figures, $20.00 and $15, on two pages of its own police department website. Camera footage is a separate request again, to City Traffic Engineering on (818) 238-3953.

Where is a Burbank motorcycle accident case filed, and what are the deadlines?

Where the road put you down, through gravel left after works, a utility cut or a surface defect, the defendant may be the City of Burbank rather than a driver, and that changes the clock. Government Code section 911.2 requires a written claim against a public entity within six months, against the two years Code of Civil Procedure section 335.1 gives you against a driver, and the shorter deadline governs. Burbank’s Claim for Damages is filed with the City Clerk at P.O. Box 6459, Burbank, CA 91510, and the City also accepts it by email, which many cities do not. Interstate 5 runs through Burbank and state routes cross this part of the Valley, and on a state highway the roadway belongs to the state rather than the City and the California Highway Patrol normally investigates, so both the report and the defendant change. California is a pure comparative fault state throughout. Local Rule 2.3(a)(1)(A), effective 1 January 2026, puts the case in the judicial district where the incident arose, which for Burbank is the North Central District, at the Burbank or Glendale courthouse.

More on local practice on the Burbank personal injury page, and on the law itself on the Los Angeles motorcycle accident page. The other collision types with Burbank’s own published figures: car accidents, pedestrian accidents and bicycle accidents. Mass tort claims are taken on for Burbank residents as well, and those are set out on the mass torts page.

Looking for a top-rated, trusted motorcycle accident lawyer in Burbank?

Here is what you get when you choose Broukhim Legal PC.

  • Direct access to your lawyer. Bejan Broukhim personally reviews your case and leads its strategy. You can speak directly with him about your case, and if another law firm is ever brought in, that happens only with your written consent.
  • Years of experience, fully licensed. Bejan Broukhim brings years of experience in California personal injury and mass tort law and holds an active California law license, State Bar number 183036.
  • Local knowledge of Burbank. We know how a Burbank claim works: which agency’s report it starts from, which Los Angeles Superior Court district hears it, and the six month deadline that applies when a public agency is involved. That means the early steps that protect your claim start on day one.
  • No fee unless we recover for you. You pay nothing up front. Your case is taken on a contingency fee, so the fee comes out of what is recovered, and if nothing is recovered you owe no fee. The written agreement, signed before any work starts, also explains how case costs are handled.
  • Ready for court. Every case is prepared from day one as though it will go to trial, so any settlement offer is measured against a case that is ready to be tried.

COMMON QUESTIONS

Burbank motorcycle questions.

It turns on three things: whether someone else’s carelessness caused the injury, what the medical record actually shows, and whether there is insurance that reaches the loss. Those are the questions the first conversation is for. It is free, it is confidential, and if there is nothing worth pursuing you will be told that rather than signed up. Keep the bike, the helmet and the gear as they are, because they are evidence. Burbank ranked 43rd of 62 cities its size for motorcyclists killed or injured in 2023, toward the better end of its group, so a rider’s claim here rests on the evidence rather than on a local pattern.

The first conversation costs nothing, it is confidential, and it carries no obligation. Beyond that, injury and mass tort matters are taken on a contingency fee, so there is nothing to pay up front and the fee is paid out of what is recovered. If there is nothing recovered, no fee is owed. The costs of running a case, things like court filing fees, records and expert work, are a separate category from the fee, and they are explained in the same agreement rather than left to the end. That agreement is put in writing and signed before any work starts, which is what California law requires. Ask about all of it on the first call.

Possibly against the City of Burbank, and the deadline is the thing to get right. A claim against a public entity for personal injury must be presented in writing within six months under Government Code section 911.2, a quarter of the two years available against a driver under Code of Civil Procedure section 335.1, and the shorter deadline governs. Burbank’s Claim for Damages is filed with the City Clerk at P.O. Box 6459, Burbank, CA 91510, and the City also accepts it by email at cityclerks@burbankca.gov, which many cities do not. The Clerk’s Office forwards it to the City’s Liability Office on (818) 238-5013. Photograph the hazard with something for scale, fix the exact location, and look for the works order, because what the City knew and when is usually the centre of the case.

The North Central District, because Local Rule 2.3(a)(1)(A) requires an unlimited civil action for bodily injury or wrongful death to be filed in the judicial district where the incident arose. The district has two courthouses, the Burbank Courthouse at 300 East Olive Avenue and the Glendale Courthouse at 600 East Broadway. The Court’s own Filing Court Locator also lists the Pasadena and Alhambra courthouses, which sit in the Northeast District, as possible assignment locations for a Burbank address. Court guidance is that you use the address of the courthouse where you file, and clerical staff correct the summons if the case is assigned elsewhere.

Not in Burbank. There is no designated trauma center in the City, and Providence Saint Joseph Medical Center, the hospital in Burbank, is absent from the California EMS Authority list of designated trauma centers updated 8/25/2025. EMSA publishes that list; the Los Angeles County EMS Agency designates the centers. Its Trauma Center Umbrella Facilities Directory, Reference No. 506.2a, effective 04-01-25, assigns Providence Saint Joseph to Providence Holy Cross Medical Center in Mission Hills, a Level II adult trauma center. Rider injuries are the kind that go straight to a trauma center, so the records and any hospital lien will sit outside the city where the crash happened, which is worth knowing before a demand is put together.

No. Lane splitting is lawful in California, so the fact of it is not negligence; the question is whether it was done at a reasonable speed for the conditions. California is a pure comparative fault state, so even if some share of blame attaches, it reduces a recovery rather than ending it. Speed is answered with physical evidence rather than argument: gouge marks, skid and scuff patterns, crush geometry and throw distance, which an engineer can work backwards from, and the same evidence usually shows whether the driver turned across your path. That is why the bike should not be repaired or released to salvage, the helmet and gear should be kept, and footage near the junction should be requested in writing within days.
