What do Torrance’s crash figures show for bicycle accidents?

In the California Office of Traffic Safety rankings for 2023, where rank 1 is the worst in the group, Torrance ranked 24th of 62 cities its size for cyclists killed or injured, with 36 victims. Set that beside its other 2023 figures and the shape of the problem is clear. Torrance placed 32nd of 62 for total people killed and injured with 647 victims, 44th of 62 for speed-related collisions with 70, and 40th of 62 for motorcyclists with 29. Cycling is the third worst category Torrance has, behind pedestrians under 15 at 5th of 62 and pedestrians aged 65 and over at 14th of 62. These are rate-based rankings adjusted for population and daily vehicle miles travelled, so they compare Torrance with cities of its own size rather than counting raw volume.

One figure works in a cyclist’s favour here, and it is worth saying rather than hiding. Torrance recorded 7 hit-and-run fatal and injury collisions in 2023 and ranked 62nd of 62, meaning the best record of every city its size in the state. Drivers who hit cyclists and leave are a familiar problem across much of this county. In Torrance that is the exception, so a cyclist usually starts with an identified driver and an insurer behind them. Uninsured and underinsured motorist coverage on your own auto policy is still worth checking, because it generally follows you as a person rather than the car and can reach a collision while you were on a bike, but it is less often the whole claim in Torrance than elsewhere.

A cycling collision on a Torrance street is normally investigated by the Torrance Police Department, which runs its own Records Division at 3300 Civic Center Drive. The published price of a report is $1.00 by check or money order payable to the City of Torrance, with a request form and a copy of a government-issued ID, and the Department does not publish its counter hours, so confirm them on (310) 618-5529 before travelling there. Who owns the road is a separate question. Pacific Coast Highway through Torrance is State Route 1 and Hawthorne Boulevard is State Route 107, which Streets and Highways Code section 407 defines as running from Route 1 in Torrance to the southern city limits of Lawndale, so on those corridors the roadway is state-owned even though the collision happened inside the city. The 405 also runs through Torrance, and a cyclist is not lawfully on it.

Where the road itself contributed, through a surface defect, a drain grate, an abrupt lane drop or an obstructed bike lane, the defendant may be a public entity, and that changes the timetable rather than just the name on the claim. Government Code section 911.2 requires a written claim within six months instead of the two years available against a driver. For the City of Torrance it goes to the City Clerk’s Office at 3031 Torrance Blvd., and the City’s own form states that the Clerk is the only department able to accept a claim and that claims can only be received by mail or in person, with email and fax not accepted. No local roadway safety plan or high injury network was locatable on the City’s Public Works, Engineering, Transportation or published-reports pages as of 4 October 2026, so the record of what the City knew about a location usually has to be built from its own maintenance, inspection and complaint files under the Public Records Act rather than lifted from a published map.

Where is a Torrance bicycle accident case filed, and what are the deadlines?

California is a pure comparative fault state, so a share of the blame reduces what you recover rather than ending the claim, and in a cycling case the argument is usually about position and right of way rather than speed. Cases are filed in the Southwest District, because Local Rule 2.3(a)(1)(A) sends an unlimited civil injury or wrongful death case to the district where the incident arose, heard at the Torrance Courthouse at 825 Maple Avenue or the Inglewood Courthouse at One Regent Street.

More on local practice on the Torrance personal injury page, and on the law itself on the Los Angeles bicycle accident page. The other collision types with Torrance’s own published figures: car accidents, pedestrian accidents and motorcycle accidents. Mass tort claims are taken on for Torrance residents as well, and those are set out on the mass torts page.

  • Direct access to your lawyer. Bejan Broukhim personally reviews your case and leads its strategy. You can speak directly with him about your case, and if another law firm is ever brought in, that happens only with your written consent.
  • Years of experience, fully licensed. Bejan Broukhim brings years of experience in California personal injury and mass tort law and holds an active California law license, State Bar number 183036.

That means the early steps that protect your claim start on day one.
  • No fee unless we recover for you. You pay nothing up front. Your case is taken on a contingency fee, so the fee comes out of what is recovered, and if nothing is recovered you owe no fee. The written agreement, signed before any work starts, also explains how case costs are handled.
  • Ready for court. Every case is prepared from day one as though it will go to trial, so any settlement offer is measured against a case that is ready to be tried.

COMMON QUESTIONS

Torrance cycling questions.

It turns on three things: whether someone else’s carelessness caused the injury, what the medical record actually shows, and whether there is insurance that reaches the loss. Those are the questions the first conversation is for. It is free, it is confidential, and if there is nothing worth pursuing you will be told that rather than signed up. Keep the bicycle unrepaired, because its damage geometry is usually the strongest evidence in the case. Torrance ranked 24th of 62 cities its size for cyclists killed or injured in 2023, and a bike is often repaired or discarded within days, so say so early.

The first conversation costs nothing, it is confidential, and it carries no obligation. Beyond that, injury and mass tort matters are taken on a contingency fee, so there is nothing to pay up front and the fee is paid out of what is recovered. If there is nothing recovered, no fee is owed. The costs of running a case, things like court filing fees, records and expert work, are a separate category from the fee, and they are explained in the same agreement rather than left to the end. That agreement is put in writing and signed before any work starts, which is what California law requires. Ask about all of it on the first call.

Possibly a public entity, and the deadline is the thing to get right. Government Code section 911.2 requires a written claim against a public entity within six months, a quarter of the two years available against a driver, and the shorter deadline governs. For the City of Torrance the claim goes to the City Clerk’s Office at 3031 Torrance Blvd., and the City’s form states that the Clerk is the only department able to accept a claim and that claims can only be received by mail or in person, with email and fax not accepted. How to file is (310) 618-2870. If the defect was on Pacific Coast Highway or Hawthorne Boulevard, the roadway is a state highway and the responsible entity may not be the City at all, so identify the owner before presenting anything.

The Southwest District, because Los Angeles Superior Court Local Rule 2.3(a)(1)(A), effective 1 January 2026, requires an unlimited civil action for bodily injury or wrongful death to be filed in the judicial district where the incident arose. The district has two courthouses, the Torrance Courthouse at 825 Maple Avenue and the Inglewood Courthouse at One Regent Street, and the Court’s guidance is that you use the address where you file while clerical staff correct the summons if the case is assigned to the other. Torrance is one of the few cities in this part of the county whose own courthouse runs an unlimited civil independent calendar department, so a Torrance cycling case is often heard in Torrance.

Most likely at Harbor-UCLA Medical Center, the adult Level I trauma center whose catchment area covers Torrance. The California EMS Authority publishes the Designated Trauma Centers list, updated 8/25/2025, while the Los Angeles County EMS Agency is the local agency that designates the centres. Torrance Memorial Medical Center, despite the name and its prominence in the city, holds no trauma designation on that list. The County’s Trauma Center Umbrella Facilities Directory, Reference No. 506.2a effective 04-01-25, assigns Torrance Memorial and Providence Little Company of Mary Torrance to Harbor-UCLA. So the stabilising hospital is often not the nearest one, and the records then sit in two buildings. Collect the complete set early.

No, on both points. California requires a helmet only for riders under 18, so for an adult the absence of one is not negligence in itself, and an insurer raising it is usually arguing about a head injury rather than about who caused the collision. California is also a pure comparative fault state, so even a share of blame reduces a recovery rather than ending it, and it has no bearing on injuries other than to the head. What decides the case is position and right of way, read from the damage pattern on the bike and the vehicle, the lane markings, whether a bike lane was present or obstructed, and any camera covering the junction. Do not repair or scrap the bike: it is the best witness you have.
