In the California Office of Traffic Safety rankings for 2023, where rank 1 is the worst in the group, Torrance placed 32nd of 62 cities its size for total people killed and injured in traffic collisions, with 647 victims. That is squarely mid-table. Speed-related collisions ranked 44th of 62 with 70, and nighttime collisions, which OTS counts between 9:00pm and 2:59am, ranked 34th of 62 with 60, both toward the better half of the group. These are rate-based rankings adjusted for population and daily vehicle miles travelled, so they compare Torrance with cities of its own size rather than measuring raw volume.
One figure stands well clear of the rest, and it is a good one. For hit-and-run fatal and injury collisions Torrance recorded 7 in 2023 and ranked 62nd of 62, meaning the best record of every city its size in the state. That is worth stating plainly rather than burying, because it is checkable and because it is unusual in this county. The practical consequence for a car accident claim here is that you almost always have an identified driver with an insurer behind them, so the argument is about fault percentage and about what the injury is worth, not about tracing someone who left. Uninsured and underinsured motorist coverage on your own policy still matters, because a minimum California policy runs out fast against a serious injury, but it is less often the whole case in Torrance than in cities where hit and run is common.
Torrance has its own municipal police department, so a collision on a city street is normally investigated by the Torrance Police Department. The report comes from the Records Division at 3300 Civic Center Drive, at a published price of $1.00 by check or money order payable to the City of Torrance. The Department does not publish its counter hours, so confirm them with Records on (310) 618-5529 before travelling there. Collisions on the 405 or the 110 are normally California Highway Patrol matters instead, which changes who holds the report.
Who owns the road matters as much as who wrote the report. Pacific Coast Highway through Torrance is State Route 1, and Hawthorne Boulevard is State Route 107, which Streets and Highways Code section 407 defines as running from Route 1 in Torrance to the southern city limits of Lawndale. On those corridors the roadway is a state highway rather than a City street, which can put a different public entity in the frame for a signal fault or a surface defect. Where the City of Torrance is a potential defendant, including a Torrance Transit bus, the written claim goes to the City Clerk’s Office at 3031 Torrance Blvd. within six months under Government Code section 911.2, and the City’s own form states that the Clerk is the only department able to accept it, by mail or in person only.
California is a pure comparative fault state, so a share of the blame reduces what you recover rather than ending the claim. The ordinary deadline against another driver is two years from the date of injury under Code of Civil Procedure section 335.1. Local Rule 2.3(a)(1)(A) sends an unlimited civil injury or wrongful death case to the district where the incident arose, which for Torrance is the Southwest District, heard at the Torrance Courthouse at 825 Maple Avenue or the Inglewood Courthouse at One Regent Street.
More on local practice on the Torrance personal injury page, and on the law itself on the Los Angeles car accident page. The other collision types with Torrance’s own published figures: pedestrian accidents, bicycle accidents and motorcycle accidents. Mass tort claims are taken on for Torrance residents as well, and those are set out on the mass torts page.

It turns on three things: whether someone else’s carelessness caused the injury, what the medical record actually shows, and whether there is insurance that reaches the loss. Those are the questions the first conversation is for. It is free, it is confidential, and if there is nothing worth pursuing you will be told that rather than signed up. Bring whatever you have: the collision report if one exists, photographs, the name of anyone who treated you, and your own insurance policy. In Torrance the identity of the other driver is rarely the problem, because the city recorded only 7 hit-and-run fatal and injury collisions in 2023, so the argument is usually about the fault percentage instead.
The first conversation costs nothing, it is confidential, and it carries no obligation. Beyond that, injury and mass tort matters are taken on a contingency fee, so there is nothing to pay up front and the fee is paid out of what is recovered. If there is nothing recovered, no fee is owed. The costs of running a case, things like court filing fees, records and expert work, are a separate category from the fee, and they are explained in the same agreement rather than left to the end. That agreement is put in writing and signed before any work starts, which is what California law requires. Ask about all of it on the first call.
Generally two years from the date of injury under Code of Civil Procedure section 335.1 against another driver. If a public entity is involved, Government Code section 911.2 requires a written claim within six months and that shorter deadline governs. For the City of Torrance, including a Torrance Transit bus, the claim goes to the City Clerk’s Office at 3031 Torrance Blvd. The City’s claim form states that the Clerk is the only department able to accept a claim and that claims can only be received by mail or in person, with email and fax not accepted. The City says it responds in four to six weeks. How to file is (310) 618-2870 and claim status is (866) 701-7005. A Metro vehicle is a separate claim, to LACMTA Legal Services.
The Southwest District, because Los Angeles Superior Court Local Rule 2.3(a)(1)(A), effective 1 January 2026, requires an unlimited civil action for bodily injury or wrongful death to be filed in the judicial district where the incident arose. That district has two courthouses, the Torrance Courthouse at 825 Maple Avenue and the Inglewood Courthouse at One Regent Street, and the Court’s guidance is that you use the address where you file while clerical staff correct the summons if the case is assigned to the other. So a Torrance case may be heard in Inglewood, which is routine rather than a problem.
Most likely at Harbor-UCLA Medical Center, the adult Level I trauma center whose catchment area covers Torrance. The California EMS Authority publishes the Designated Trauma Centers list, updated 8/25/2025, while the Los Angeles County EMS Agency is the local agency that designates the centres. Torrance Memorial Medical Center, the best-known hospital in the city, carries no trauma designation on that list. The County’s Trauma Center Umbrella Facilities Directory, Reference No. 506.2a effective 04-01-25, assigns Torrance Memorial and Providence Little Company of Mary Torrance to Harbor-UCLA. So the hospital that stabilises a serious injury and the hospital nearest the crash are often different buildings, and the records then sit in two places.
No. California is a pure comparative fault state, so a share of the blame reduces a recovery rather than ending it. Insurers routinely assign a claimant a high percentage in the first days, before any investigation is finished, which is one reason not to give the other side a recorded statement early. In Torrance the identity of the other driver is rarely the problem: the city recorded only 7 hit-and-run fatal and injury collisions in 2023, ranked 62nd of 62 cities its size and the best record in its group. What is usually in dispute is the percentage, and that is decided on the evidence.
