If what happened to you is not on that list, it is still worth asking.

What do Torrance’s crash figures show for pedestrian accidents?

In the California Office of Traffic Safety rankings for 2023, where rank 1 is the worst in the group, Torrance ranked 29th of 62 cities its size for pedestrians of all ages killed or injured, with 43 victims. That is the middle of its group and nothing out of the ordinary. For pedestrians under 15 the same year it ranked 5th of 62, with 8 young victims, which means 5th worst of 62 cities its size and the single worst category Torrance has. Pedestrians aged 65 and over sat at 14th of 62 with 9 victims. These are rate-based rankings adjusted for population and daily vehicle miles travelled, so they compare Torrance with cities of its own size rather than counting raw volume.

The gap is the point, and it is more useful than either number alone. A city with mid-table adult figures and nearly the worst in its group for children is not a city with a general walking problem. It is a city with a problem where children walk: crossings near schools and parks, the routes between them, and the hours children use them. That narrows the investigation usefully. The questions become sight lines, crossing markings, signal timing, speed on the approach and whether the driver was turning, at that location and at that time of day.

Torrance has its own municipal police department, so the report normally comes from the Torrance Police Department Records Division at 3300 Civic Center Drive, at a published price of $1.00 by check or money order payable to the City of Torrance. The Department publishes the list of people entitled to a report, and it includes a victim’s authorised representative, which is how a parent obtains the report when the injured person is a child. Counter hours are not published, so confirm them with Records on (310) 618-5529.

A pedestrian case is almost always on a surface street, but who owns that street still matters. Pacific Coast Highway through Torrance is State Route 1 and Hawthorne Boulevard is State Route 107, which Streets and Highways Code section 407 defines as running from Route 1 in Torrance to the southern city limits of Lawndale, so the roadway there is a state highway rather than a City street. Where the City of Torrance is the potential defendant, for crossing design, markings or signal timing, the written claim goes to the City Clerk’s Office at 3031 Torrance Blvd. within six months under Government Code section 911.2. Torrance Transit is a City department, and because the City’s claim form says the Clerk is the only department able to accept a claim, a Torrance Transit injury goes to the Clerk and not to the transit offices on Madrona Avenue. Torrance Transit also serves stops outside the city, including Downtown Inglewood Station, so a claim arising on one of its buses is presented to the Torrance City Clerk even where the incident happened elsewhere.

Where is a Torrance pedestrian accident case filed, and what are the deadlines?

Expect the driver’s insurer to argue that the person walked out. California is a pure comparative fault state, so even a successful version of that argument reduces a recovery rather than ending the claim. One thing a pedestrian struck in Torrance usually does have is a driver who stopped: 7 hit-and-run fatal and injury collisions in 2023, ranked 62nd of 62 and the best record of every city its size. The deadline is generally two years from the date of injury under Code of Civil Procedure section 335.1, or six months for a written claim against a public entity under Government Code section 911.2, in which case the shorter one governs. Cases are filed in the Southwest District under Local Rule 2.3(a)(1)(A), heard at the Torrance Courthouse at 825 Maple Avenue or the Inglewood Courthouse at One Regent Street.

More on local practice on the Torrance personal injury page, and on the law itself on the Los Angeles pedestrian accident page. The other collision types with Torrance’s own published figures: car accidents, bicycle accidents and motorcycle accidents. Mass tort claims are taken on for Torrance residents as well, and those are set out on the mass torts page.

  • Direct access to your lawyer. Bejan Broukhim personally reviews your case and leads its strategy. You can speak directly with him about your case, and if another law firm is ever brought in, that happens only with your written consent.
  • Years of experience, fully licensed. Bejan Broukhim brings years of experience in California personal injury and mass tort law and holds an active California law license, State Bar number 183036.

That means the early steps that protect your claim start on day one.
  • No fee unless we recover for you. You pay nothing up front. Your case is taken on a contingency fee, so the fee comes out of what is recovered, and if nothing is recovered you owe no fee. The written agreement, signed before any work starts, also explains how case costs are handled.
  • Ready for court. Every case is prepared from day one as though it will go to trial, so any settlement offer is measured against a case that is ready to be tried.

COMMON QUESTIONS

Torrance pedestrian questions.

It turns on three things: whether someone else’s carelessness caused the injury, what the medical record actually shows, and whether there is insurance that reaches the loss. Those are the questions the first conversation is for. It is free, it is confidential, and if there is nothing worth pursuing you will be told that rather than signed up. Bring whatever you have: the collision report if one exists, photographs of the crossing, the name of anyone who treated you, and your own insurance policy. Torrance ranked 5th of 62 cities its size for pedestrians under 15 killed or injured in 2023, the single worst category the city has, so a child struck on foot here is worth taking seriously early.

The first conversation costs nothing, it is confidential, and it carries no obligation. Beyond that, injury and mass tort matters are taken on a contingency fee, so there is nothing to pay up front and the fee is paid out of what is recovered. If there is nothing recovered, no fee is owed. The costs of running a case, things like court filing fees, records and expert work, are a separate category from the fee, and they are explained in the same agreement rather than left to the end. That agreement is put in writing and signed before any work starts, which is what California law requires. Ask about all of it on the first call.

Two years from the date of injury under Code of Civil Procedure section 335.1 against a driver. Against a public entity, Government Code section 911.2 requires a written claim within six months, and the shorter deadline governs. For the City of Torrance, including Torrance Transit, the claim goes to the City Clerk’s Office at 3031 Torrance Blvd. The City’s form states that the Clerk is the only department able to accept a claim and that claims can only be received by mail or in person, with email and fax not accepted. How to file is (310) 618-2870. Where the injured person is a child, have the applicable deadlines confirmed at the outset rather than assumed.

The Southwest District, because Los Angeles Superior Court Local Rule 2.3(a)(1)(A), effective 1 January 2026, requires an unlimited civil action for bodily injury or wrongful death to be filed in the judicial district where the incident arose. The district has two courthouses, the Torrance Courthouse at 825 Maple Avenue and the Inglewood Courthouse at One Regent Street. The Court’s guidance is that you use the address where you file, and clerical staff correct the summons if the case is assigned to the other, so a Torrance case may be heard in Inglewood. Torrance is one of the few cities in this part of the county whose own courthouse runs an unlimited civil independent calendar department.

An adult is most likely taken to Harbor-UCLA Medical Center, the adult Level I trauma center whose catchment area covers Torrance. The California EMS Authority publishes the Designated Trauma Centers list, updated 8/25/2025, while the Los Angeles County EMS Agency is the local agency that designates the centres. Torrance Memorial Medical Center holds no trauma designation on that list, and the County’s Trauma Center Umbrella Facilities Directory, Reference No. 506.2a effective 04-01-25, assigns it and Providence Little Company of Mary Torrance to Harbor-UCLA. That list records adult and paediatric designations separately, so a seriously injured child may be routed to a paediatric centre elsewhere in the county. Confirm with the treating clinicians where the records sit rather than assuming one hospital.

No. California is a pure comparative fault state, so a share of the blame reduces a recovery rather than ending it, and that applies to a child as much as to an adult. It is also the standard defence in a pedestrian case, asserted far more often than it is proved. What settles it is physical: the point of impact on the vehicle, the resting positions, the crossing markings and signal timing, the sight lines on the approach and any camera that covered the junction. None of that improves with time, and footage is often overwritten within days. That is the real reason to act in the first weeks rather than after the insurer has taken a recorded statement.
