What do Torrance’s crash figures show for motorcycle accidents?

In the California Office of Traffic Safety rankings for 2023, where rank 1 is the worst in the group, Torrance ranked 40th of 62 cities its size for motorcyclists killed or injured, with 29 victims, which puts it toward the better end of its group. We are not going to dress that up as a crisis. The wider picture is much the same: 32nd of 62 for total people killed and injured with 647 victims, 44th of 62 for speed-related collisions with 70, and 34th of 62 for nighttime collisions, which OTS counts between 9:00pm and 2:59am, with 60. These are rate-based rankings adjusted for population and daily vehicle miles travelled, so they compare Torrance with cities of its own size.

One Torrance figure changes the shape of a rider’s claim, and it is a good one. The city recorded 7 hit-and-run fatal and injury collisions in 2023 and ranked 62nd of 62, the best record of every city its size in the state. For most road users that is simply reassuring. For a motorcyclist it is more specific than that: the problem in a serious rider claim is rarely a driver who cannot be found, and in Torrance it almost never is. The problem is that rider injuries routinely exceed a minimum California policy. So the recovery usually depends on underinsured motorist coverage on your own policy, which pays the gap between the at-fault driver’s limit and your own, rather than on uninsured motorist coverage reaching an unidentified driver. That policy needs reading in the first weeks, because its notice requirements can be far shorter than any statutory deadline.

Bias is the other half of the problem, and it shows up in two places. Adjusters routinely assume the rider was speeding or lane splitting recklessly and assign a high comparative fault percentage before anyone has examined the evidence, and juries carry the same assumption. Lane splitting is lawful in California, so the question is whether it was done at a reasonable speed in the conditions, not whether it happened. Both are answered the same way: with the gouge and skid marks, the damage geometry, the helmet and protective gear, and any camera footage, gathered before it disappears. California is a pure comparative fault state, so a share of the blame reduces what you recover rather than ending the claim, and the percentage is argued on that evidence rather than set by the adjuster who proposed it.

Who investigated and who owns the road both matter. A collision on a Torrance street is normally investigated by the Torrance Police Department, whose Records Division at 3300 Civic Center Drive sells the report for a published $1.00 by check or money order payable to the City of Torrance; the Department does not publish counter hours, so confirm them on (310) 618-5529. The 405 runs through Torrance and is normally a California Highway Patrol road, which changes who holds the report. Pacific Coast Highway through the city is State Route 1 and Hawthorne Boulevard is State Route 107, which Streets and Highways Code section 407 defines as running from Route 1 in Torrance to the southern city limits of Lawndale, so on those corridors the roadway is a state highway rather than a City street.

Where is a Torrance motorcycle accident case filed, and what are the deadlines?

Where the road put you down, through gravel left after works, a utility cut, a surface defect or a signal fault, the defendant may be a public entity and Government Code section 911.2 then requires a written claim within six months instead of the two years available against a driver under Code of Civil Procedure section 335.1. For the City of Torrance that claim goes to the City Clerk’s Office at 3031 Torrance Blvd., and the City’s own form states that the Clerk is the only department able to accept one and that claims can only be received by mail or in person, with email and fax not accepted. Cases are filed in the Southwest District under Local Rule 2.3(a)(1)(A), heard at the Torrance Courthouse at 825 Maple Avenue or the Inglewood Courthouse at One Regent Street.

More on local practice on the Torrance personal injury page, and on the law itself on the Los Angeles motorcycle accident page. The other collision types with Torrance’s own published figures: car accidents, pedestrian accidents and bicycle accidents. Mass tort claims are taken on for Torrance residents as well, and those are set out on the mass torts page.

  • Direct access to your lawyer. Bejan Broukhim personally reviews your case and leads its strategy. You can speak directly with him about your case, and if another law firm is ever brought in, that happens only with your written consent.
  • Years of experience, fully licensed. Bejan Broukhim brings years of experience in California personal injury and mass tort law and holds an active California law license, State Bar number 183036.
  • Local knowledge of Torrance. That means the early steps that protect your claim start on day one.
  • No fee unless we recover for you. You pay nothing up front. Your case is taken on a contingency fee, so the fee comes out of what is recovered, and if nothing is recovered you owe no fee. The written agreement, signed before any work starts, also explains how case costs are handled.
  • Ready for court. Every case is prepared from day one as though it will go to trial, so any settlement offer is measured against a case that is ready to be tried.

COMMON QUESTIONS

Torrance motorcycle questions.

It turns on three things: whether someone else’s carelessness caused the injury, what the medical record actually shows, and whether there is insurance that reaches the loss. Those are the questions the first conversation is for. It is free, it is confidential, and if there is nothing worth pursuing you will be told that rather than signed up. Keep the bike, the helmet and the gear as they are, because they are evidence. Torrance ranked 40th of 62 cities its size for motorcyclists killed or injured in 2023, toward the better end of its group, so a rider’s claim here is built on the file rather than on a local pattern, and the insurance available is often the question that matters most.

The first conversation costs nothing, it is confidential, and it carries no obligation. Beyond that, injury and mass tort matters are taken on a contingency fee, so there is nothing to pay up front and the fee is paid out of what is recovered. If there is nothing recovered, no fee is owed. The costs of running a case, things like court filing fees, records and expert work, are a separate category from the fee, and they are explained in the same agreement rather than left to the end. That agreement is put in writing and signed before any work starts, which is what California law requires. Ask about all of it on the first call.

Possibly, and the deadline is the thing to get right. A claim against a public entity for personal injury must be presented in writing within six months under Government Code section 911.2, a quarter of the two years available against a driver under Code of Civil Procedure section 335.1, and the shorter deadline governs. For the City of Torrance the claim goes to the City Clerk’s Office at 3031 Torrance Blvd., and the City’s form states that the Clerk is the only department able to accept a claim and that claims can only be received by mail or in person, with email and fax not accepted. How to file is (310) 618-2870. If the hazard was on Pacific Coast Highway, Hawthorne Boulevard or the 405, the roadway is the state’s rather than the City’s, so identify the owner before presenting anything.

The Southwest District, because Los Angeles Superior Court Local Rule 2.3(a)(1)(A), effective 1 January 2026, requires an unlimited civil action for bodily injury or wrongful death to be filed in the judicial district where the incident arose. The district has two courthouses, the Torrance Courthouse at 825 Maple Avenue and the Inglewood Courthouse at One Regent Street, and the Court’s guidance is that you use the address where you file while clerical staff correct the summons if the case is assigned to the other. Torrance is one of the few cities in this part of the county whose own courthouse runs an unlimited civil independent calendar department, so a Torrance rider case is often heard in Torrance.

Most likely at Harbor-UCLA Medical Center, the adult Level I trauma center whose catchment area covers Torrance. The California EMS Authority publishes the Designated Trauma Centers list, updated 8/25/2025, while the Los Angeles County EMS Agency is the local agency that designates the centres. Torrance Memorial Medical Center, the best-known hospital in the city, holds no trauma designation on that list, and the County’s Trauma Center Umbrella Facilities Directory, Reference No. 506.2a effective 04-01-25, assigns it and Providence Little Company of Mary Torrance to Harbor-UCLA. Rider injuries are the kind that go to a trauma centre, so expect the stabilising hospital and any later treating hospital to be different buildings with separate records and separate liens.

No. Lane splitting is lawful in California, so the fact of it is not negligence, and the question is whether it was done at a reasonable speed for the conditions. Expect the insurer to treat it as though it settles everything, and expect that position before anyone has looked at the evidence. California is a pure comparative fault state, so even if a share of blame attaches, it reduces a recovery rather than ending it. Speed is answered with physical evidence rather than argument: gouge marks, skid and scuff patterns, the crush geometry on both vehicles and the throw distance. That is why the bike should not be repaired or released to a salvage yard, and why footage near the junction needs requesting in writing within days.
